Panels framed for monitoring, implementation of PMVDVY

SRINAGAR: The government has constituted two committees for planning, implementation, and monitoring n of Pradhan Mantri Van Dhan Vikas Yojana in Jammu and Kashmir.

The committees have been named as Union Territory Level Coordination and Monitoring Committee (UTLCMC) and District Level Coordination and Monitoring Committee(s) (DLCMC)/District Implementing Unit(s).

Sanction is hereby accorded to the constitution of a Union territory Level Coordination and Monitoring Committee (UTLCMC) and District Level Coordination and Monitoring Committee(s) (DLCMC)/District Implementing Unit(s), comprising the following, for planning, implementation and monitoring of the Pradhan Mantri Van Dhan Vikas Yojana (PMVDVY), reads the order issued by Manoj Kumar Dwivedi Principal Secretary to the Government, General Administration Department.

As per the order, Union territory Level Coordination and Monitorinq Committee shall have 19 members. The committee will be headed by Chief Secretary.

The UT Level Co-ordination and Monitoring Committee shall exercise all powers as per the guidelines of the scheme. The UT Level Co-ordination and Monitoring Committee shall monitor whether the District Implementing Unit/State Level Coordination and Monitoring Committees monitoring the VDVK activity properly. The UT Level Co-ordination & Monitoring Committee shall help and guide in solving any issues related to VDVK to District Level Co-ordination and Monitoring Committee/District Implementing Unit, the order reads.

The District Level Coordination and Monitoring Committee(s) (DLCMC)/District Implementing Unit(s) will have 17 members which are to be headed by the Deputy Commissioner.

As per the order, the District Level Coordination and Monitoring Committee(s) /District Implementing Unit(s) will do identification and setting up of Van Dhan Vikas Kendras in the District. The committee will engage a team for identification of potential tribal gatherers for the Van Dhan Vikas SHGs.

The committee will exercise all the financial and administrative powers to the extent granted by the UT Government. They will also prepare Annual District Plan for Haat Bazaars wise procurement, infrastructure development, training and value addition and marketing (Van Dhan) and submission of the same to Nodal Agency for onward submission to TRIFED,

The District Implementation Unit may consult with handholding organizations/ NGOs etc. to identify such SHG members for formation of Van Dhan Vikas SHGs. The District Implementation Unit will assist the SHG in identifying infrastructure in any Government building/Gram Panchayat building.

Each Van Dhan Vikas SHG shall be provided with basic equipment for harvesting and value addition of MFPs by District Implantation Unit based on the approved district plan. The District Implementation Unit will shall procure the required number of equipment as per their approved District Plan in a fair and transparent manner following procurement norms.

The District Implementation Unit will be responsible for supplying the equipment to the respective SHGs based on their requirement and District Plan. The District Implementation Unit shall make provision for a maximum of upto 7 days of training for each Van Dhan Vikas SHG on sustainable harvesting andvalue addition of MFPsu.

The District Implementation Unit shall engage master trainers for training based on the requirements given in the approved Annual District Plane The master trainers shall provide training to the SHG based on the approved training courses/modules,

The District Implementation Unit would facilitate branding and marketing of all products in association with a mentor NGO or a marketing company TRIFED. TRIFED and other National and State agencies may be contacted for Sourcing of these value added products for national and international marketing.

The District Implementation Unit shall facilitate audit of the Scheme operations as arranged by the UT Nodal Department through the Accountant General of State. The District Implementation Unit shall submit completion and outcome reports to TRIFED through the State Nodal Department.

It is further ordered that Mission Directorate, National Rural Livelihood Mission (NRLM) shall be Nodal Agency for implementation of the Pradhan Mantri Van Dhan Yojana involving formulation of SHGs and Van Dhan Kendras and mobilization support shall be extended by the Forest, Ecology and Environment Department through respective Forest Divisions, under the overall supervision of UTLCMC and DLCMC as per notified guidelines.
