Processing of files in casusal manner not acceptable: Govt direct officials

SRINAGAR: The Jammu and Kashmir administration has strictly enjoined officers and officials working in various government departments to process and examine all concerning issues thoroughly before submitting the files for consideration by the authorities.
The directions have been issued by the authorities amid delay in the disposal of issues and decision following the casual approach over processing of files in government departments.
Taking note of the issue, a circular has been issued by the Manoj Kumar Dwivedi, Principal Secretary to the Government, General Administration Department.
Organizational efficiency is concomitant to the adaptation of prudent processes and procedures and alignment by the employees, The elements of speed as well as quality in disposal of official business being of paramount importance requires due diligence from the employees, it added.
“However, it has been observed that a number of files are being processed/examined in a casual manner thereby delaying timely disposal of issues, as also sometimes leading to inappropriate/incorrect disposal and decision. Such lack of effort and initiative on part of employees working in various government departments has been viewed seriously by the authorities”, the circular reads.
It is accordingly, brought to the notice of all officers/officials working in various government departments/autonomous bodies/boards etc. to process/examine all concerning issues thoroughly before submitting the same for consideration/approval of authorities. Further, a comprehensive summary of relevant portions of correspondence in the matter along with deficiencies and a clear-cut proposal for disposal shall be submitted, it added.
“The responsibility for any incorrect decision or delay in decision due to lack of due diligence in submission of notes/dereliction of part of any officer/official shall lie with the concerned officer/official. It is also enjoined that every issue is thoroughly examined in light of relevant rules/GFR/guidelines/instructions/precedence. in the matter. These instructions are issued for compliance of all concerned ”, the circular reads.
