Formulate recruitment rules before submitting vacancies: Govt to deptts

SRINAGAR: The Jammu and Kashmir government has asked the administrative department not to submit the proposals for vacancies to the Finance Department unltill recruitment rules are framed.
The government has in the year 2018 notified about having prior concurrence of the Finance Department before referring Non-Gazetted vacancies under direct recruitment quota to the J&K Service Selection Board.
However several government departments are yet to formulate recruitment rules. Taking note, a circular has been issued by the Finance Department.
In terms of Government Order No. 1136-GAD of 2018 dated: 12-07-2018, all the Departments are required to seek the prior concurrence of the Finance Department before referring Non-Gazetted vacancies under direct recruitment quota to the J&K Service Selection Board, reads the circular.
It has been observed that a few Departments have not formulated the Recruitment Rules and are seeking prior concurrence of the Finance Department on the basis of Executive Orders. It has already been decided that no referral of vacancies shall be made by any department without Recruitment Rules, it reads.
Accordingly, all the Administrative Departments are advised to submit the proposals regarding the referral of vacancies for the concurrence of the Finance Department only in the case where the recruitment rules have been formulated, it added.
The circular also refers to the check-list for referral of vacancies that includes the name of the Department/Organization, name/designation of the post, pay level of the post, and whether the posts being referred are vacant for more than two years- Yes/No, mode of Recruitment of the Post (Copy of RRs), number of Posts as per Schedule I of Recruitment Rules.
Whether the posts being referred are free from all encumbrances- Yes/No, whether the posts are available for referring under direct recruitment quota under relevant category viz Open Merit, RBA, SC/ST etc and any other relevant information.
Earlier in the month of March, the Government asked all administrative departments not to refer the posts under direct recruitment quota, which have remained unfilled for more than two years, to the recruiting agencies.
Later in that The News Now carried a story “As many as 20560 posts of 39 departments which remained vacant for more than two years were not referred to recruiting agencies in Jammu and Kashmir, official data had revealed”.
