In a first, govt constitutes adoption committee in J&K

SRINAGAR: In first, the administration has constituted Adoption Committee in Jammu and Kashmir Union Territory.
The committee has been constituted on par with the adoption regulations 2022 issued by the Government of India.
Adoption Committee means the Committee comprising of the authorized office-bearer of the Specialized Adoption Agency concerned, its visiting doctor or a medical officer from a Government hospital and one official from the District Child Protection Unit and shall also include a representative of the Child Care Institution, in case the adoption is from a Child Care Institution other than the Specialized Adoption Agency and the committee shall be chaired by District Child Protection Officer.
In terms of sub-regulation (2) of Regulation 2 of Adoption Regulations, 2022 issued vide G.S.R 726 (E) dated 23rd September 2022 by the Ministry of Women and Child Development, GoI, the sanction is hereby accorded to the constitution of an "Adoption Committee" comprising of the following officers in each district of UT of J&K, reads the order issued by the Sheetal Nanda, Commissioner/ Secretary to the Government, Social Welfare Department.
The committee members include the District Child Protection Officer, Mission Vatsalya (Chairperson), Visiting doctor of the Specialized Adoption Agency Member concerned or any Medical Officer from any government hospital within the concerned district/ Block Medical Officer (Member), Protection Officer, Institutional Care, as representative of DCPU concerned (Member), Superintendent of SAA concerned (Member) and Representative of the Child Care Institution where adoption is done from a Child Care Member Institution other than SAA (Member).
As per the order, the Chairperson and another member shall form the quorum of the Adoption Committee in case the adoption is from a Specialized Adoption Agency and in case of adoption from a Child Care Institution, the quorum of the committee shall constitute of Chairperson and two other members of the Committee as specified in sub-regulation (2) of regulation 2.
The Adoption Committee shall adhere to the Adoption Regulations, 2022, Juvenile Justice (Care and Protection of Children) Act, 2015 and The Jammu and Kashmir Juvenile Justice (Care and Protection of Children) Rules, 2021 as amended up to 2022 while performing its functions as prescribed therein.
