Committee of 5 officers to select anganwadi workers in each district
Govt re-designated AWWs as Sanginis, AWHs as Sahayikas

SRINAGAR: A selection committee comprising five officers in each district shall have the mandate to make selections of the eligible candidates for the post of Anganwadi Workers (AWW), the government has said.
The government has further stated that the selection of Anganwadi helpers shall be restricted to the electoral ward where the Anganwadi centre is located.
The decision has been made by the Administrative Council meeting chaired by Lieutenant Governor Manoj Sinha last week. During the meeting, Administrative Council approved Human Resource Policy for Anganwari workers and Anganwadi Helpers and it was ordered that the Anganwadi Workers and Anganwadi Helpers shall henceforth, be re-designated as Sanginis (AWWs) and Sahayikas (AWHs).
As per the Human Resource Policy, a copy of which lies with The News Now, “Women candidates in the age group of 18-37 years and should be a domicile of Jammu and Kashmir UT shall be considered for the post of AAW”.
Further, the candidate should be a resident of the Electoral Ward where AWC is situated. The name in the voter list for the ward shall be considered as the proof of residence of the candidate. In case the name of the candidate appears in the voter list along with her parents, then she must provide the certificate of being unmarried issued by the concerned Tehsildar, the policy reads.
As per the policy, “In case the eligible candidate is available within the family of retiring A WWIAWH, the said candidate shall qualify for additional two per cent points. In case of a tie in the merit of the eligible candidate, the candidate with higher age will be preferred. Candidates with qualification higher than graduation shall not be considered”.
The Human Resource Policy further states that the selection of Helper shall be restricted to the electoral ward where Aanganwadi Centre is located. “A Selection Committee comprising of Child Development Project Officer (CDPO), Block Development Officer (BDO) and Zonal Education Officer (ZEO) concerned in each Project/ Block shall have the mandate to make selections of the eligible candidates for the position of AWH”, it reads.
The Committee shall select the most destitute/needy married woman of the ward as a helper from amongst those who fulfil the qualification criteria. In case no married candidate is available, the unmarried candidate may be considered, the policy reads.
Further, AWW, AWH, who has put in at least one year of service shall be allowed ''paid absence on maternity/abortion/miscarriage" as Paid absence on maternity would be provided for a period of 180 days and may cover any period beginning from the 8th month of pregnancy. Paid absence on maternity would be admissible for a maximum of two occasions during the entire period of engagement. Paid absence on maternity will be admissible only to Aanganwadi Workers and Helpers with less than two surviving children, it reads.
The services of AWW/AWH can be terminated with one-month prior notice from either side. If any AWW, AWH intends to resign, then she has to serve prior one-month notice to the CDPO concerned and till completion of the notice period of the one month, the likely vacancy shall not be filled, the policy reads.
