GMC-J’s principal holds 3 posts, junior most MO appointed as MS

Jammu: Whispering started taking place among doctors fraternity after a junior most Medical Officer was posted as Medical Superintendent of GMC Hospital Jammu, a covet medical institute of Jammu region. The fresh order was issued at the time when Health and Medical Education became the subject of criticism for bestowing three additional charges to the Principal of the institution.

“ In the interest of administration and patient care, Deputy Medical Superintendent of Govt Gandhinagar Hospital, Dr Narinder Singh Bhutyal (Medical Officer) has been shifted to GMC Jammu to look after the charge of Medical Superintendent, Govt Medical College Hospital, Jammu”, read the order issued on 31.10.2022.

Though, H&ME has said that Dr Narinder Singh Bhutyal was initially appointed as Medical Officer on 12.08.1997 and is a Post Graduate with administrative experience as well being among senior most Medical Officers and has implemented the order dated 14.11.2022 passed by the Central Administrative Tribunal, Jammu in 0.A/1550/2022 titled Dr. Rakesh Sharma Vs Health and Medical Education Department, but there are many other doctors who believed to be the claimants of the post on the grounds that Dr Bhutyal stands at 295 in the seniority list of Medical Officers. They have alleged that the service recruitment rules have been violated in terms of the posting of Dr Bhutyal as MS.

Further they have alleged that nepotism speaks aloud as Principal GMC&H Dr Shashi Sudan has been given three additional charges at the costs of others. The other posts Dr Sudan is holding include HOD Microbiology Principal Government Ayurvedic Medical College Jammu and Principal/Dean of GMC Udhampur.
