Rohit Kansal brought reforms in HED, paved way for termination of Dy Secy

Jammu: The outgoing Principal Secretary, Higher Education Department (HED) Rohit Kansal, who has now been appointed as Additional Secretary, Ministry of Textiles, GoI not only pushed reforms at larger in the department but also paved way for termination of a tainted Deputy Secretary Rank Officer, who as Block Development Officer was involved in embezzlement of funds and had created huge liabilities in crores of rupees.
Kansal as Commissioner Secretary to Government Planning, Development and Monitoring Department, in 2017 had order a four members enquiry committee headed by the Chief Engineer, PWD (R&B) Jammu, to ascertain the quality of works executed under BADP in model village of Pargwal, Planwala and Sainth in Shamb constituency, as issue of embezzlement was raised by the then MLA Dr Krishan Lal in the Assembly.
This development and abuse of official position by the BDO Khour Noor Alam led to his termination from government services as Deputy Secretary, ARI, and Training Department in 2021. However, Noor Alam was also accused of backdoor appointment under MGNREGA in district Rajouri as Assistant Commissioner Development and reportedly appointed over 170 youths in district including, GRS, Technical Assistants and Computer Operators superseding recruitment agencies. When the issue of large scale backdoor appointments came in-light the then Governor N.N.Vohra intervened and all the backdoor appointees were disengaged on August 10, 2018.
Kansal also had done a wonderful job as Secretary Estates and Information Department. Prior to his transfer in union government, Kansal was holding charge of two departments i.e. Higher Education Department and the Information Department in J&K. Kansal had ordered at least two dozen enquiries against the college's teachers for various reasons including un-authorised absence from duty. He also carried out much needed exercise for rationalisation of staff. Kansal also had gone tough against the surplus staff. In many government colleges there are two-three teachers against one section post. Kansal took tough steps and shifted the surplus staff in the colleges where positions were vacant.
“Kansal Sahab brought transparency in Higher Education Department, total 193 Assistant Professors promoted as Associate Professors, he also decentralised power, empowering Director Colleges to deal with several issues, earlier being handled by administrative secretary”, said President J&K College Teachers Association, Rakesh Jasrotia. “He also introduced a digital feedback system from students about their teachers and teachers got the opportunity to give feedback about their respective institutions,” Jasrotia added.
Meanwhile, Gulshan a scholar from Central University of Jammu also expressed her gratitude to Kansal, “My research work is related to implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), I needed the data regarding the governance reforms made at sectoral level under the scheme, I requested Kansal sir for the said data, and he provided me all the information without any hassel”, she said. It's worthwhile to mention that he played an active role in the implementation of RUSA in J&K and also made certain crucial amendments in the administrative system of Higher Education institutions in J&K.
