JAMMU: The Centre’s Advisory Committee on distribution of assets and liabilities of Jammu and Kashmir between its two successor Union territories—of J&K, and of Ladakh, today met Lieutenant Governor, Girish Chandra Murmu and discussed with him various important issues facing it.

This was the first meeting of the Central panel with the newly appointed Lieutenant Governor of UT of J&K, even though the panel in its earlier visits to Jammu and Kashmir has met last Governor Satya Pal Malik and other senior officials of the administration.

The three-member committee was constituted by the Centre on September 10 and was mandated to look into distribution of assets and liabilities of erstwhile State between two successor Union territories, which came into existence on October 31.

“A Centre Government’s Advisory Committee led by its Chairman Sanjay Mitra, met Lieutenant Governor, Girish Chandra Murmu at the Raj Bhavan here today,” an official handout read.

“The committee comprising of Arun Goyal and Giriraj Prasad discussed various important issues with the Lt. Governor regarding the distribution of assets and liabilities between the Union Territories of Jammu and Kashmir and Ladakh,” it said.

The panel was formed by the home ministry in exercise of the powers conferred by Section 84 and Section 85 of the Jammu and Kashmir Reorganisation Act, 2019.

As per Section 84 of the Act, the assets and liabilities of the existing state of Jammu and Kashmir have to be apportioned between the Union territories of Jammu and Kashmir, and Ladakh.

The apportionment of the assets and liabilities of the existing state of Jammu and Kashmir shall be subject to the recommendations of a committee constituted by the central government, it said.

According to Section 85 of the Act, the central government, by an order, can establish one or more advisory committees for apportionment of assets, rights and liabilities of the companies and corporations constituted for the existing state of Jammu and Kashmir between the two Union territories.
