Govt constitutes referral board for J&K IAS officers

JAMMU: The Jammu and Kashmir administration on Monday constituted the Referral Board for the IAS officers working in the Union Territory even as it approved the reconstitution of the Establishment-cum-Selection Committee.

As per the AIS (PAR) Rules, 2007, the All India Service Officers serving in a State or UT are assessed upon their performance and their full Annual Performance Appraisal Report, including overall grade and assessment of integrity is being disclosed to them to enable them to offer their comments or represent their cases.

Referral Boards are constituted for IAS, IPS or IFS Officers by the Government to consider their representation, if any.

In this regard, the J&K administration accorded sanction to the constitution of Referral Board for the IAS officers working in the Union Territory of Jammu and Kashmir.

While Chief Secretary BVR Subrahmanyam, will head the board, Arun Kumar Mehta, Financial Commissioner, Finance Department and Farooq Ahmad Lone, Secretary to the Government, General Administration Department will be its members.

The administration also re-constituted the Establishment-cum-Selection Committee.

To be chaired by Subrahmanyam, the committee will have Atal Dulloo, Financial Commissioner, Health and Medical Education Department; Bipul Pathak, Principal Secretary to the Lieutenant Governor, J&K; and Achal Sethi, Administrative Secretary, Department of Law, justice & Parliamentary Affairs as its members, along with Mehta and Lone.

“The Secretary of the Administrative Department to which the case pertains shall be co-opted as a Special Invitee,” an government order said, adding that the terms of reference of the Establishment-cum-Selection Committee and the procedure to be adopted by it, while making the selection for the posts within its purview, would remain unchanged.

Meanwhile, the GAD today transferred Kawaljit Singh Bali, Tehsildar (ARA) in the office of Divisional Commissioner, Jammu, and posted him as Under Secretary in the Lieutenant Governor's Secretariat.

The administration also deputed four officers to the Union Territory of Ladakh as a provisional measure.

Mohammad Anwar Banday, KAS, Sub-Divisional Magistrate, Thathri was transferred and posted as Additional Secretary while; Suhail Ahmad, Deputy Secretary to the Government, Horticulture Department was posted as Deputy Secretary.

Sumera Shafi, Junior KAS, Manager, JK House, New Delhi was transferred and posted as Under Secretary at JK House, New Delhi for UT of Ladakh while Ram Paul, Junior KAS, BDO, Udhampur was also transferred and posted as Under Secretary.

“The deputation of these officers shall be temporary for a period of two months or till allocation of Union Territory to the officers,” the order said.
