DDOs missed deadlines to submit salary bills in treasuries

JAMMU: Several government offices in Jammu and Kashmir failed to release the salaries of employees for the month of September amid ongoing festivities, due to absence of grants or causal approach adapted by Drawing and Disbursing Officers (DDO) to submit bills in the respective treasuries, leaving thousands of families to suffer.
“Many departments including Rural Development Department (RDD), Technical Education Department (TED) and Power Development Department (PDD) have not released the salaries of employees for the month of September despite the major festivals of Hindus community Diwali and Karva Chauth falling this month,” an official said, wishing anonymity.
“The salaries of employees working in these department will not be released this month as DDOs of some department have not submitted the bills to respective treasuries in stipulated time, which is 14th of every month while few departments have not the received the grants,” he added.
“Despite clear instructions from Jammu and Kashmir Finance Department, the DDOs have missed the deadline to submit bills and Financial Advisors (FA) of the concerned departments have failed to ensure the availability of salary budget to every DDO through BEAMS--- application as per approved Appropriation Act. Now the salaries will be released next month and employees are forced to mark the celebrations without money,” he added.
Taking serious notice of delay in submission of the salary bills by DDOs, Financial Commissioner Dr Arun Kumar Mehta had asked all the administrative secretaries on September 24 to ensure that all the DDOs under their administrative control to present salary bills on designated day in terms of existing rules.
"The monthly pay and allowances of the government servants will be due for payment on or after last working day of month by the labour of which it is earned except for the month of 'September' and 'March'. For the month of September, it would become due for payment on or after penultimate working day and for the month of March the same shall be disbursed on or after 1st April,” the circular issued by Arun Kumar Mehta reads.
“For the purpose of check of bills at treasuries, these should be presented for payment three to six days, before the last date or the penultimate working day of the month as the case maybe," the circular further reads.
“Director Finances, FA&CAOs will ensure that salary budget is available with every DDO through BEAMS. Director Finance(s)/FA&CAOs will furnish the list of defaulting DDOs to Finance Department every month,” it reads.
The instruction of Finance Department has been not implemented on the ground, which cause delay in release of employees’ salaries.
