52 officers moved in biggest reshuffle after Art 370 scrap

JAMMU: In the biggest administrative reshuffle post the abrogation of special status to Jammu and Kashmir, the state administration on Wednesday transferred 52 officers including two IAS and 48 KAS officers, while additional charges were given to two IAS officers and a KAS officer, with immediate effect.
The reshuffling comes days before State’s bifurcation into Union Territories Jammu and Kashmir, and Ladakh which will come into being on October 31.
Among the IAS officers, Bipul Pathak was posted as Principal Secretary to the Government, Social Welfare Department, relieving Rohit Kansal, Principal Secretary Planning, Development and Monitoring Department of the additional charge of the post.
Pathak would also hold the additional charge of the posts of Administrative Secretary, Information Technology and Science and Technology departments and Chief Executive Officer, JaKeGA relieving Rigzian Sampheal, Commissioner Secretary, Ladakh Affairs department, of the additional charge of the posts.
Besides Pathak, Niraj Kumar, Additional Secretary, Technical Education department, was transferred and posted as Additional Secretary, Social Welfare department.
In a separate order, deputy commissioner, Jammu, Sushma Chauhan was given the additional charge of the post of Chief Executive Officer, Special Purpose Vehicle for Jammu City for implementation of the Smart City Project, under the Smart City Mission, till further orders.
Among the 48 KAS officers, Altaf Ahmad Khan, Additional Deputy Commissioner, Anantnag was transferred and posted as Additional Deputy Commissioner, Pulwama, against an available vacancy.
Prerna Raina, Additional Secretary in the Resident Commission, J&K Government, New Delhi, was transferred and posted as Additional Secretary to the Government, Department of Floriculture, Parks and Gardens vice Surender Mohan, who was transferred and posted as Additional Deputy Commissioner, Kotranka vice Ved Parkash, who has been transferred and posted as Joint Director, Industries and Commerce (Development), Jammu vice Sandesh Kumar Sharma, who was transferred and posted as Additional Deputy Commissioner, Billawar vice Joginder Singh Rai, who in turn was transferred and posted as Joint Director (Administration) in the Directorate of Rural Development, Jammu, against an available vacancy.
Rimpy Obri, Programme Officer, ICDS Project, Udhampur, was transferred and posted as Additional Secretary in the Resident Commission, J&K Government, New Delhi, besides the additional charge of the Nodal Officer, Migrant Cell, New Delhi, till further orders. Ashok Kumar, Additional District Development Commissioner, Udhampur, shall hold the additional charge of the post of Programme Officer, ICDS Project, Udhampur, till further orders.
Dr. Rajinder Khajuria, Chief Executive Officer, Tourism Development Authority, Bhaderwah, while holding his current posting as additional charge, was transferred and posted as Additional Deputy Commissioner, Bhaderwah, vice Dr. Ravi Kumar Bharti, who in turn has been transferred and posted as Additional Secretary to the Government, Tribal Affairs Department.
Bashir Ahmad Dar, Chief Executive Officer, Board of Directors for Specified Wakafs and Specified Wakaf Properties, was transferred and posted as Chairman, J&K Services Selection Board vice Rahul Sharma, who was transferred and posted as Special Secretary to the Government, Transport Department vice Amit Sharma, Special Secretary to the Government, Transport Department, is transferred and posted as Special Secretary in the Summer Secretariat, Jammu.
However, Mufti M Fareed-ud-din, CEO/Managing Director, State Procurement Supplies Agency, Rural Development Department, J&K, was transferred and his services were placed at the disposal of the Chairman, Board of Directors for Specified Wakafs and Specified Wakaf Properties for his appointment as Chief Executive Officer of the Board on deputation basis.
MS Choudhary, Special Secretary to the Government, Tribal Affairs Department, was transferred and posted in Mufti M Fareed-ud-din’s place.
Shahnawaz Bukhari, Director, Horticulture, Planning and Marketing, J&K, was transferred and posted as Commissioner, Survey and Land Records, J&K vice Ghulam Mohammad Dar, who has been transferred and posted as Vice-Chairman, Lakes and Waterways Development Authority, relieving Sajad Hussain Ganai, Vice-Chairman, Srinagar Development Authority of the additional charge of the post.
Dar shall also hold the additional charge of the post of Director, Horticulture, Planning and Marketing, J&K, till further orders.
Raman Kumar Kesar, Joint Chief Electoral Officer and ex-officio Additional Secretary to the Government, Election Department, was transferred and posted as Additional Transport Commissioner, J&K which will become effective after completion of BDC Elections in place of Ajaz Abdullah Saraf, who has been transferred and posted as Additional Secretary to the Government, Department of Rural Development and Panchayati Raj vice Sudershan Kumar, who in turn has been transferred and posted as Director, Rural Development, Jammu, on full time basis.
Nazir Ahmad Baba, Additional Commissioner, Srinagar Municipal Corporation, was transferred and posted as Additional Commissioner (Central) in the office of Financial Commissioner, Revenue, J&K vice Surat Singh, who was in turn transferred and posted as Additional Secretary to the Government, Public Works (R&B) Department.
GA Sofi, Mission Director, ICPS, J&K, was transferred and posted as Director General, Libraries, J&K vice Asif Hameed Khan, who was transferred and posted as Registrar, Cooperative Societies, J&K vice MM Rehman Ghasi, who in turn has been transferred and posted as Special Secretary to the Government, Industries and Commerce Department.
Rift Arif, Special Secretary to the Government, Social Welfare Department, was transferred and posted as Director, Command Area Development, Kashmir vice Mohammad Harun, who was transferred and posted as Special Secretary to the Government, Housing and Urban Development Department.
Hails Ahmad Handoo, Additional Secretary to the Government, Finance Department, was transferred and posted as Additional Secretary to the Government, General Administration Department vice Parveez Ahmad Raina, who was transferred and posted as Joint Director, Information, Kashmir, relieving Abid Hussain, Joint Director, Education (Central), Kashmir of the additional charge of the post.
Mohammad Yousuf Mir, Additional District Development Commissioner, Bandipora, was transferred and posted as Additional Registrar, Cooperative, Kashmir, against an available vacancy.
While holding her current post as Chief Executive Officer, Tourism Development Authority, Leh, Zahida Bano, was transferred and posted as Additional Deputy Commissioner, Leh, against an available vacancy.
Mir Tariq Ali, Secretary in the Health and Medical Education Department, was transferred and posted as Director General, Women Child Development, J&K, against an available vacancy, while holding the additional charge of the post of Mission Director, ICPS, J&K.
Bilal Ahmad Bhat, Managing Director, J&K SRTC, was transferred and posted as Additional Commissioner in the office of Divisional Commissioner, Kashmir, against an available vacancy. Owais Ahmed, IAS, Chief Executive Officer, JAKEDA, shall hold the charge of the post of Managing Director, J&K SRTC, in addition to his own duties, till further orders.

Tahir Aijaz, Secretary, Srinagar Development Authority, would hold the additional charge of the post of Secretary, LAWDA, relieving Mohammad Syed Khan, Collector, LAWDA of the additional charge of the post.
Manzoor Hussain, Programme Officer, ICDS Project, Poonch, was transferred and posted as General Manager, DIC, Rajouri, relieving Vinod Kumar Behnal, Additional Deputy Commissioner, Sunderbani of the additional charge of the post.
Rifat Aftab Qureshi, under orders of transfer as Joint Director, Food, Civil Supplies and Consumer Affairs, Kashmir, was posted as Joint Director (Administration) in the Directorate of Rural Development, Kashmir, against an available vacancy while Shazia Koser, Project Manager, IWMP, Rajouri, was transferred and posted as Project Manager, IWMP, Poonch, relieving Abdul Qayoom Mir, Assistant Commissioner Development, Poonch of the additional charge of the post.
Prince Noor ul Hamid, Assistant Commissioner, Survey and Land Records, J&K, was transferred and posted as Assistant Commissioner (Central) in the office of Divisional Commissioner, Kashmir while Anil Salgotra, Deputy Chief Electoral Officer, Jammu, was transferred and posted as Deputy Secretary to the Government, Home Department.
Reetika Arora, Deputy Secretary to the Government, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, was transferred and posted as Secretary, Jammu Development Authority vice Rakesh Gupta, who was transferred and posted as Deputy Secretary to the Government, Higher Education Department vice Sanjay Kumar Bhat, who was transferred and posted as Personnel Officer in the Directorate of School Education, Jammu vice Rajeev Kumar Khajuria, who in turn was transferred and posted as Assistant Commissioner, Survey and Land Records, J&K.
Kuldip Kumar Sepolia, Deputy Secretary to the Government, Power Development Department, was transferred and posted as Deputy Secretary to the Government, Hospitality and Protocol Department vice Ashok Kumar Dogra, who has been transferred and posted as Deputy Secretary to the Government, Home Department.
Devinder Singh Bhau, Project Officer, Wage Employment (Assistant Commissioner Development), Doda, was transferred and posted as Chief Executive Officer, Jammu Urban Development Agency vice Sushi Kumar Khajuria, who was transferred and posted as Project Officer, Wage Employment (Assistant Commissioner Development), Rajouri vice Akhtar Hussain Qazi, who in turn would replace Bhau in Doda.
