Jal Shakti Abhiyan: DC Kargil convenes meeting with Central team

KARGIL, JULY 19: - Deputy Commissioner and CEO, LAHDC, Kargil Baseer ul Haq Choudhary today convened a meeting with the Jal Shakti Abhiyan (JSA) team from Union Government which is on visit of Kargil in connection with the implementation of the mission-mode water conservation campaign in the district.
The team led by the Deputy Director General Department of Telecommunication, Union Ministry of Communications Sanjeev Gupta, Director JSA Sunil Arora and the scientists Jitesh Vyas, B.K Mohanta and Sarbajit Singh had detailed discussions and deliberations with the Deputy Commissioner and other concerned district officers on the implementation of the five critical areas of the Jal Shakti Abhiyan (JSA) including water conservation and rain water harvesting, renovation of traditional and other water bodies, reuse, bore well recharge structures, watershed development and intensive afforestration.
Additional Deputy Commissioner (ADC) Kargil Sonam Chosjor, District Panchayat Officer Kargil Shabir Hussain, Executive Engineer I&FC, Executive Engineer PHE, scientists of Krishi Vigyan Kendra (KVK) Kargil, officers of Forest Division Kargil besides other concerned officers attended the meeting.
The team members said that the water conservation plan will be executed as per the needs and aspirations of the people so as to provide them facilities by taking the major issues with the Government of India.
The team members while sharing their experiences of visiting different villages in 10 blocks of the district till now appreciated the overwhelming support extended by the teams constituted by the District Administration Kargil to facilitate them in their on-spot appraisal of issues and collection of required data.
The identification of works under the District Conservation plan were also discussed threadbare which included the short term, middle term and long term plans to be executed during the Jal Shakti Abhiyan. These included among other works the repair of reservoirs and hand pumps, snow check dams, water supply schemes, construction of new reservoirs and new lift irrigation schemes, artificial glaciers etc.
The team members urged the officers concerned to upload the required data on the JSA portal in a timely manner.
Introduction of snow harvesting measures during the 2nd phase of JSA in the district was also suggested keeping in view the scanty monsoon conditions and rainfall. The conservation of spring water in the form of ice during the period from November to February was also deliberated upon.
Deputy Director General Sanjeev Gupta urged the officers of PHE to ensure the completion of the construction of dug wells in the district under NRWDP scheme by the end of August 2019 during the phase I of JSA.
Meanwhile, the DC Kargil informed the Central team that 350 existing and 653 new works have been identified for completion up to the end of August 2019 during the 1st phase of the JSA.
The team asked the officers to make available the geo coordinates of these works.
It was decided in the meeting that a team from the Ground Water Board would be called to assess the possibility and potential of ground water table in the district.
The team also suggested that reservoirs and hand pumps need to be enhanced in areas close to water sources like rivers, steams etc.
