April order violated, DSEJ issues anguished circular

JAMMU: Taking serious note of violation of its earlier April order, the Director, School Education, Jammu, today issued a fresh order warning serving teachers against visiting General Administrative Department at Civil Secretariat for any odd reason without seeking prior permission from his office.

In his new order, the Director School Education, Jammu, Rakesh Kumar Sarangal warned teachers to adhere to the Government order issued earlier to take permission from his office before approaching Civil Secretariat, asserting “any deviation shall face disciplinary action under rules.”

The DSE-J issued fresh circular after he received directions from the higher ups that the Government order has not been followed by his subordinates, seriously.

Reports said that DSE-J after eating a humble-pie issued a Circular vide No. DSEJ/Gen/46636-49, which read as “Many a time before, circular instructions have been issued to all field functionaries i.e., CEOs / Principals / ZEOs / Headmasters / Lecturers / Teachers / Non-Teaching Staff under the administrative control of the undersigned, shall not approach / correspond to the Administrative Department directly without prior permission / notice of the undersigned.

“It has been still observed that despite clear instructions, officers / officials are approaching directly to the Administrative Department without permission of the DSEJ. Such behavior on part of the officers / officials in the Department has created a total chaos like situation surpassing all channels / officers at the helm of affairs.

“The matter has been viewed very seriously by the Administrative Department. It is therefore, enjoined upon all field functionaries not to approach / correspond to the Administrative Department directly without permission / notice of the undersigned,” the fresh order read, adding, “Any deviation in the circular instructions shall be viewed seriously and disciplinary action, under rules, shall be taken against the erring officer /official.”

Meanwhile, official sources said that though the circular in this connection has been issued by the DSE-J again but it is yet to be seen how much it becomes effective and enforced.
