Major reshuffle in administration

JAMMU: In the biggest administrative reshuffle of the recent times, several officers, including eight IAS officers and three District Commissioners were either shifted or given additional charges of various posts on Monday.
The rearrangement of administration, the government said, had become imperative with a view to ensuring smooth functioning of various Departments/Organizations for assured public service delivery, fill up critical positions, posting of such officers as are awaiting orders of adjustment and to meet other administrative exigencies.
Among the senior officers, Dr. Asgar Hassan Samoon, IAS (JK:1993), Principal Secretary to the Government, Animal and Sheep Husbandry Department, was given the additional charge of the post of Administrative Secretary, Transport Department, relieving Saugat Biswas, IAS (JK:2006), Transport Commissioner, J&K of the additional charge of the post.
Shahid Anayatullah, IAS (JK:2000), Commissioner/Secretary to the Government, Revenue Department, was given the additional charge of the post of Financial Commissioner, Revenue, whereas Farooq Ahmad Lone, IAS (JK:2009), Chief Executive Officer, Economic Reconstruction Agency, J&K, holding additional charge of Chief Executive Officer, SPV, Srinagar, was transferred and posted as Special Secretary to the Government, Social Welfare Department (SWD).
Lone was directed to look after the charge of Administrative Secretary, SWD relieving Asif Hameed Khan, KAS, Special Secretary to the Government, SWD of the additional charge of the post whereas Syed Abid Rashid Shah, IAS (JK:2012), Deputy Commissioner, Srinagar, was asked to hold the charge of the post of CEO, Special Purpose Vehicle (SPV) for Srinagar City for implementation of the Smart City Project, under the Smart City Mission.
Satesh Razdan, DevelopmentCommissioner (Works), was given the charge of the post of Chief Executive Officer, Economic Reconstruction Agency, J&K, in addition to his own duties, till further orders.
Kumar Rajeev Ranjan, IAS (JK:2010), awaiting orders of adjustment in the office of Divisional Commissioner, Jammu, was posted as Director, Area Planning and ex-officio Special Secretary to the Government, Planning, Development and Monitoring Department, against an available vacancy whereas Doifode Sagar Dattatray, IAS (JK:2014), Additional Deputy Commissioner, Srinagar, was transferred and posted as Special Officer in the Cell for Monitoring Flagship Programmes and Mega Projects.
Owais Ahmed, IAS(JK:2014), Additional Secretary to the Government, Finance Department, under orders of transfer as Director, Tribal Affairs, J&K, was transferred and posted as Deputy Commissioner, Shopian, vice Showkat Aijaz Bhat, KAS.
In another important shifting, GA Sofi, Secretary (Technical) in the Transport Department, was transferred and posted as Managing Director, J&K Horticulture, Produce, Marketing and Processing Corporation, vice Syed Abul Qasim, who has been repatriated to his parent organization.
Rehana Batul, KAS, Additional Commissioner in the office of Divisional Commissioner, Jammu, was transferred and posted as Director General, Rural Development, Jammu, vice Mohammad Mumtaz Ali, KAS.
Zubair Ahmad, KAS, Special Secretary to the Government, Home Department, was transferred and posted as Chairman, J&K Services Selection Board, against an available vacancy whereas Ravi Kanth, KAS, Secretary in the J&K State Water Resources Regulatory Authority, is transferred and posted as Member, J&K Special Tribunal; Asif Hameed Khan, KAS, Special Secretary to the Government, Social Welfare Department, looking after the work of Administrative Secretary, Social Welfare Department, was transferred and posted as Managing Director, J&K Tourism Development Corporation, relieving Shamim Ahmad Wani of the additional charge of the post; Amit Sharma, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, was transferred and posted as Director, Food, Civil Supplies and Consumer Affairs, Jammu, vice Choudhary Rashid Azam Inqalabi.
Tasaduq Jeelani, KAS, Director, Estates, was transferred and posted as Director, Tourism, Kashmir, relieving Mehmood Ahmad Shah, KAS, Joint Director, Tourism, Kashmir of the additional charge of the post whereas Abdul Rashid War, KAS, Project Director, Sarva Shiksha Abhiyan, holding additional charge of the post of Project Director, Rashtriya Madhyamik Shiksha Abhiyan, was transferred and posted as Mission Director, State Rural Livelihood Mission, J&K, vice Bakshi Javaid Humayaun, who was repatriated to his parent organization; Rahul Sharma, KAS, Member, J&K Services Selection Board, was transferred and posted as Additional Commissioner in the office of Divisional Commissioner, Jammu, vice Rehana Batul; Hashmat Ali Yatoo, KAS, awaiting orders of adjustment in the office of Divisional Commissioner, Kashmir, was posted as Special Secretary to the Government, Power Development Department; Choudhary Rashid Azam Inqalabi, KAS, Director, Food, Civil Supplies and Consumer Affairs, Jammu, was transferred and posted as Special Secretary to the Government, Higher Education Department, while Shabnam Kamili, KAS, Director, Technical Education, J&K, was transferred and shall await further orders of adjustment in the General Administration Department.
Rajinder Singh Tara, KAS, awaiting orders of adjustment in the office of Divisional Commissioner, Jammu, was posted as Director, Urban Local Bodies, Jammu, against an available vacancy; Showkat Aijaz Bhat, KAS, Deputy Commissioner, Shopian, is transferred and posted as Deputy Commissioner, Ramban, vice Tariq Hussain Ganai, who in turn was transferred and posted as Director, Estates, vice Tasaduq Jeelani.
