JAMMU: To ensure punctuality, the government has today made it mandatory to release the salary of civil secretariat employees only on the basis of biometric attendance report.

The biometric attendance control has been in vogue for several years but the secretariat employees are reportedly reluctant to adhere to it. This allegedly casual response of the employees has forced the government to link the salary disbursement with biometric attendance reports.

An order issued in this connection by the General Administration Department said today, “in order to bring efficiency and punctuality in the Civil Secretariat, it is hereby impressed upon all the Administrative Secretaries to direct the employees of the Civil Secretariat under their administrative control to mark their attendance regularly either by Non-Aadhaar Based Biometric Face Recognition System or by Aadhaar based Biometric Attendance System.

The order further said, “it is further ordered that the salary from the month of May, 2018 shall be released by the concerned DDO only on the basis of Biometric attendance reports issued by the concerned nodal officers appointed in the department. The DDO's of all the departments shall also have to submit their compliance report in this behalf to the GAD in the first week of every month for appraisal of the competent authority.
