Budget Session 2018-19 commences on January 2

JAMMU: Clearing the haze on the all-important budget session, Governor N N Vohra on Wednesday summoned the summoned the session of the state's bicameral legislature on January 2, thus giving nod to the Mehbooba Mufti-led state government's proposal in this regard.
Vohra, exercising powers conferred upon him under sub-section (1) of Section 53 of the constitution of Jammu and Kashmir, has summoned the state legislative assembly and the legislative council to meet at the new secretariat premises on January 2, when he will address a combined sitting of members of both houses.
"Governor has called upon the MLAs and MLCs to assemble together in the Central Hall of the Legislature Building in of Civil Secretariat Jammu, at 11:00 am to hear his Address to both the Houses of the Legislature," the official hand-out from Governor's secretariat read.
After the said Address, each House of the Legislature will meet as a separate body at the time to be specified by the respective Presiding Officers.
In connection with the ensuing Budget Session of the State Legislature, the Parliamentary Affairs Minister Abdul Rehman Veeri would be meeting the Speaker, Kavinder Gupta tomorrow or a day after to decide the entire schedule of the business.
"Most probably, the Parliamentary Affairs Minister will approach me for holding discussion on the entire schedule of the business i.e. total days of the business, total vacations including Saturdays, Sundays and other State and Central Holidays, total sittings, total days for discussion on grants, by tomorrow or a day after," Speaker Kavinder Gupta told The News Now.
On being questioned about the first meeting of the Business Advisory Committee (BAC), the Speaker said, "Most probably, it would be held on December 28."
Speaker is the ex-officio chairman of the Business Advisory Committee and upon his recommendations only the members of the BAC are nominated.
Meanwhile, the Secretary Jammu and Kashmir Legislative Assembly, M R Singh has called upon all the members of the house to send not more than 10 starred and 10 un-starred questions in relaxation of Rule 32 of the Rules of procedure and conduct of Business in the Jammu and Kashmir Legislative Assembly by or before 20 December 2017.
The members have been asked to send not more than five Bills in relaxation of sub rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before 20 December 2017.
The members have been further asked to send not more than four Resolutions in relaxation of Rule 174 of the Rules of procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before 20 December 2017.
The Jammu and Kashmir Legislative Council has also requested the Members of the House to send not more than 13 starred and 7 un-starred questions for the ensuing Budget Session 2018.
As per a Bulletin issued by the Secretary LC, the members have been asked to send the questions by or before 22nd of December 2017, in relaxation of rule 33 and sub-rule (3) of rule 41 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Council.
The Members have also been requested not to send more than two Bills and two resolutions by or before December 22, 2017.
