Committees constituted for implementation of AMRUT, SBM

Jammu: The State Government has accorded sanction to constitution of four monitoring committees, one each for Jammu and Kashmir divisions and Leh and Kargil districts, for the implementation of Atal Mission for Rejuvenation and Urban Transport (AMRUT) and Swachh Bharat Mission/ Swachhata Action Plan in Jammu and Kashmir. In its order number, 917-GAD of 2017, dated 18 July, 2017, the state government constituted these committees besides instructing its mandate. The committees shall be reviewing the implementation of AMRUT projects, erstwhile JnNURM projects, SBM and Swachhata Action Plan of all Departments and decide action for implementation in a time-bound manner to resolve all utility shifting issues including other interdepartmental issues; all pending NOCs issues and review the progress of project implementation in accordance with the Detailed Project Report/Contract agreement.
The committees would also resolve land encroachments/site clearances, etc. as well as identify gaps and slippage issues in projects under implementation, accordingly giving their recommendations to the Housing & Urban Development Department, J&K within the purview of scheme guidelines. The committees are instructed to meet on a fortnightly basis till all utility shifting issues are resolved beyond which they shall convene meetings on a monthly basis.
The committees in Jammu and Kashmir division would be headed by the respective Divisional Commissioners. While the Jammu committee would comprise of Commissioner JMC, Deputy Commissioner Jammu, SSP Jammu, SSP Traffic Jammu, Director Urban Local Bodies Jammu, CEO ERA, Director Floriculture Jammu, VC JDA, MD J&K Housing Board, Chief Engineer PDD Jammu, Chief engineer PWD(R&B) Jammu, Chief Engineer PHE Jammu, Chief Engineer I&FC, SE UEED Jammu, CGM BSNL, concerned Superintendent/Xen involved in implementation, team leader/ Programme Manager, PDMC team AMRUT Mission; the monitoring committee of Kashmir would be comprising of Deputy Commissioners of Srinagar and Anantnag, SSP Srinagar, SP Traffic Srinagar, Director Urban Local Bodies Srinagar, CEO ERA, Director Floriculture Srinagar, VC SDA, MD J&K Housing Board, Chief Engineer PDD Kashmir, Chief engineer PWD(R&B) Kashmir, Chief Engineer PHE Kashmir, Chief Engineer I&FC Kashmir, SE UEED Kashmir, CGM BSNL, Commissioner SMC, concerned Superintendent/Xen involved in implementation, team leader/ Programme Manager, PDMC team AMRUT Mission.
The monitoring committees for Leh and Ladakh districts will be headed by the respective Deputy Commissioner. For Leh district, it shall be comprising of SSP Leh, Executive Officer, Municipal Committee Leh, District Superintending Engineer, Leh, SE PDD Leh, Executive Engineer PHE, Leh, SE PDD Leh, Xen R&B Leh, Telecom District Manager BSNL Leh, Xen Construction Division Leh wheras for Kargil shall be comprising of SSP Kargil, Divisional Engineer BSNL Kargil, District SE Kargil, SE PDD Kargil, Executive Officer Municipal Committee Kargil, Xen PHE Kargil, Xen PDD Kargil, Xen PWD Kargil, Xen I&FC.
All these committees might also comprise of any officer as desired by the committee.
