J&K sheds No.2 stigma, rated fifth most corrupt state

JAMMU: Jammu and Kashmir has shown some improvement on the corruption index under the PDP-BJP government and has improved its rank by three places in the list of 20 states of the country.
Jammu and Kashmir has been ranked as the 5th most corrupt state in the country, according to a survey report. In 2005, J&K was the second most corrupt state of the country.
After conducting a survey covering 20 states, the NGO, “The Centre for Media Studies (CMS)” found Congress-ruled Karnataka to be the most corrupt state, followed by Andhra Pradesh, Tamil Nadu, Maharashtra and Jammu & Kashmir.
Himachal Pradesh, Kerala and Chhattisgarh were found to be the least corrupt states by the survey.
According to the survey, "77 per cent of respondents" in Karnataka said they experienced corruption in accessing public services, says a PTI report.
"Karnataka was followed by Andhra Pradesh (74 per cent), Tamil Nadu (68 per cent), Maharashtra (57 per cent), Jammu and Kashmir (44 per cent) and Punjab (42 per cent)," it says.
The survey was conducted over the last one year covering 20 states, including Andhra Pradesh, Assam, Bihar, Maharashtra, Karnataka, Jharkhand, Rajasthan, West Bengal and Punjab. More than 3,000 households from both rural and urban areas were surveyed.
At the launch of the report in New Delhi, NITI Aayog member Bibek Debroy said, "Big-ticket corruption is linked with electoral reforms."
CMS Chairman, N. Bhaskara Rao, said, "We have been producing reports on corruption for many years. We wanted the NITI Aayog to take note of this, as they are the policy makers."
"In 2005, the most corrupt states were Bihar (74 per cent), Jammu and Kashmir (69 per cent), Odisha (60 per cent), Rajashthan (59 per cent) and Tamil Nadu (59 per cent)," it said.
