Governor reviews SVC’s half yearly Progress Report

JAMMU, FEBRUARY 28: Governor N. N. Vohra today reviewed State Vigilance Commission’s work done during the period 1st July – 31st December 2016 in regard to: (i) disposal of complaints by the State Vigilance Commission (SVC); (ii) disposal of verifications/ Preliminary Enquiries (PEs)/ Joint Surprised Checks (JSCs)/ FIRs by the State Vigilance Organization (SVO); and (iii) cases pending trial before Special Courts.
Raj Bhavan Spokesman recalled that Governor had recently complimented the then Chief Vigilance Commissioner, Mr. Kuldeep Khoda, for the significant work done by the State Vigilance Commission. Governor had advised that the Commission should regularly monitor all pending enquiry and prosecution cases, take required steps to enhance awareness amongst people and encourage them to report every case of dishonest functioning by a public servant and provide quarterly progress reports to the Governor’s Secretariat.
As per information provided regarding SVC’s work during the aforesaid 6 month period: the Commission received 343 and disposed off 349 complaints; the total number of complaints disposed off from its inception till 31.12.2016 is 3,974 and the total pendency (as on 31.12.2016) is 368.
During the said period 227 verifications were initiated by the SVO; 17 were referred for departmental enquiry; 14 were converted into FIRs; 66 were closed as not proved and, as on 31.12.2016, 1132 verifications were pending.
2 Preliminary Enquiries were initiated; 4 were referred for departmental enquiry; 6 were converted into FIRs; 4 were closed as not proved and the total pending (as on31.12.2016) is 47.
25 Joint Surprised Checks (JSCs) were initiated; 1 was referred for departmental enquiry; 12 were converted into FIRs; 10 were closed as not proved and the closing balance (as on 31.12.2016) is 117. 26 FIRs were registered during the period; 15 were sent for grant of prosecution sanction; the closing balance (as on 31.12.2016) is 275.
497 cases are pending trial in Special Courts (as on 31.12.2016).
The Spokesperson informed that Governor has expressed concern about the pendency of any matter in the Commission and in-action on part of the State Government with regard to any report/recommendation made by SVC, from time to time. In this context he has urged the Chief Minister to direct time bound action by all the concerned Administrative Secretaries on the Commission’s recommendations, for promoting transparency and accountability in the functioning of the entire governmental machinery.
