Distts may have to pace up spending by 200% to use current CapEx budget

Of Rs 317865.32 lakh allocated during 2016-17 DDB meetings, only 25% spent till November '16

JAMMU: In what could be termed as administrative inertia, only Rs 814 Crore (around 25%) out of total Rs 3178 Crore allocated during District Development Board (DDB) meetings of the year 2016-17, have been spend on public works in Jammu and Kashmir till the end of November 2016.
A latest status appraisal between mid December 2016 and mid January 2017 reveals that not much progress has been achieved. With this pattern of availability of funds and subsequent spending the districts may have to speed up their works by 200 percent of the existing pace exhaust Capacity Expansion (CapEx) allocation of the current financial year.
In all the 22 districts of the state, to execute various works under different sectors including R&B, PHE, Irrigation and Flood Control, Health, Animal Husbandry, Fisheries, Sericulture, Elementary Education, IAY, MGNREGA, Creation of New District infrastructure, YSS, Urban Development, Rural Development, UDS, Social Forestry, PDD, SMC, JMC, JK Housing Board, NABARD, RMSA, Rural Sanitation, SSA and other sectors, in total, Rs 317865.32 lakh were allocated during 2016-17 DDB meetings held separately for each district of the state.
"Of Rs Rs 317865.32 lakh allocated under Capital Expenditure (CAPEX) budget, Rs 81452.8 Lakh has been expended ending November 2016," Government replied to a starred question of NC MLA from Khanyar, Ali Mohammad Sagar in state assembly.
Separately, as per the government reply, Rs 10029.40 Lakh were allotted to District Srinagar, Rs 9312.18 Lakh to District Ganderbal, Rs 16869.96 Lakh to District Budgam, Rs 18548.39 Lakh to District Anantnag, Rs 12363.44 to District Kulgam, Rs 11986.95 Lakh to District Pulwama, Rs 8161.37 Lakh to District Shopian, Rs 23136.80 Lakh to District Baramulla, Rs 9896.76 Lakh to District Bandipora, Rs 19870.57 Lakh to District Kupwara, Rs 20041.16 Lakh to District Jammu, Rs 8932.59 Lakh to District Samba, Rs 16148.01 Lakh to District Kathua, Rs 18074.74 Lakh to District Udhampur, Rs 13983.01 Lakh to District Reasi, Rs 16771.21 Lakh to District Doda, Rs 13512.04 Lakh to District Kishtwar, Rs 11996.96 Lakh to District Ramban, Rs 19733.15 Lakh to District Rajouri, Rs 17859.35 Lakh to District Poonch, Rs 10884.50 Lakh to District Leh and Rs 9752.78 Lakh to Kargil District.
Against this, the expenditure on various works taken up during 2016-17 under different sectors ending November 2016 in District Srinagar is Rs 894.12 Lakh, Rs 2009.55 Lakh in District Ganderbal, Rs 3495.94 Lakh in District Budgam, Rs 4526.73 Lakh in District Anantnag, Rs 2879.90 Lakh in District Kulgam, Rs 1334.86 Lakh in District Pulwama, Rs 2082.94 Lakh in District Shopian, Rs 4370.48 Lakh in District Baramulla, Rs 1337.31 Lakh in District Bandipora, Rs 5140.91 Lakh in District Kupwara, Rs 5382.30 Lakh in District Jammu, Rs 2599.61 Lakh in District Samba, Rs 2733.89 Lakh in District Kathua, Rs 1905.31 Lakh in District Udhampur, Rs 3239.89 Lakh in District Reasi, Rs 8264.08 Lakh in District Doda, Rs 6999.95 Lakh in District Kishtwar, Rs 2827.06 Lakh in District Ramban, Rs 10658.71 Lakh in District Rajouri, Rs 5005.41 Lakh in District Poonch, Rs 1447.91 Lakh in District Leh and Rs 2265.94 Lakh in District Kargil.
Pertinently, in the year 2015-16, Rs 315086.33 Lakh were allotted under District CAPEX budget for the 22 districts of the state out of which Rs 211739.18 (Around 67%) has been incurred as on date.

POONCH: The DDB review meeting on January 15 was informed that district administration has so far achieved 82.22% financial target amounting to Rs 65.73 crore against sanctioned amount of Rs 79.95 crore under CAPEX 2016-17. This is, however, percentage of the available fund. The allocation for Poonch was Rs 178 Crore.

REASI: The District Development Commissioner informed the DDB review meeting on January 7 that out of total approved plan of Rs. 139.83 crore, net availability was Rs. 65.23 crore and out of which Rs. 44.11 crore has been fully utilized with the 68 per cent coverage.

BANDIPORE: The district plan was of Rs. 98.96 crore during the current fiscal. The DDC informed the review meeting on December 23 that Rs. 28.39 crore have been made available till November 2016 out of which Rs. 18.22 crore was been expended on various developmental works and welfare schemes.

RAMBAN: The District Development Commissioner informed the DDB review meeting on December 18 that out of total approved plan of Rs. 119.96 crore, net availability was Rs. 38.03 crore and out of which Rs. 28.27 crore have been fully utilized recording 74.32 percent achievement.
