16 officers get KAS time scale

JAMMU: State government on Tuesday accorded sanction to the placement of 16 officers, belonging to different departmental feeding services, in the time scale of Jammu & Kashmir Administrative Service on stop-gap basis, in their own pay and grade. As per GAD order vide number 73-GAD of 2017, dated January 17, 2017, Pankaj Bhagotra, Sanjay Kumar Bhat, Rajesh Lakhan, Mohammad Alyas Khan, Waseem Raja, all posted in Excise and Taxation Department; Vivek Phonsa and Mamta Devi, both posted in Information Department; Deepak Dubey, Waseem Raja, Pardeep Kumar and Rakesh Dubey, Umar Shafi Pandit, Aziz Ahmed Rather and Rajeev Kumar Khajuria, all posted in Rural Development Department; Hakim Muzaffar, a Secretariat-II employee and Tariq Hussain, posted in Tourism Department have been placed into the KAS scale on stop-gap mode.
Government order reads, “These arrangements shall not confer any right on the incumbents to claim preferential treatment for their promotion/placement, as and when the same is made in accordance with the provisions of Jammu and Kashmir Administrative Service Rules, 2008.”
Also, “The placements/promotions made under the stop-gap basis shall be without prejudice to the outcome of writ petition(s), if any, pending consideration before the court(s) of competent jurisdiction.”
