Admin re-constitutes 3 panels in SKIMS, Soura

SRINAGAR: The Jammu and Kashmir administration has re-constituted three committees in Sher-I-Kashmir Institute Medical Science (SKIMS), Soura.
The re-constituted committees include the Apical selection committee, Senior selection committee/Junior selection committee and Purchase sub-committee. In this regard, three separate orders have been issued by the General Administration Department.
“In supersession of all previous orders issued on the subject, the sanction is hereby accorded to the re-constitution of the Apical Selection Committee of Sher-i-Kashmir Institute of Medical Sciences, Soura, Srinagar, with the following composition”, the order reads.
The committee will have 11 members, Chief Secretary as Chairman, Director, AIIMS, New Delhi or Dean as his representative in the event of his non-availability Member, Director, PGIMER, Chandigarh or Dean as his representative in the event of his non-availability Member, Administrative Secretary, H&ME Department Member, Prof. M. S. Khuroo, former Director and Dean SKIMS Member, Director, SKIMS & Ex-officio Secretary to the Government Member Secretary, Nominee of the Chairman, Governing Body SKIMS Member, Director General, Codes, Finance Department Member, Principal, Government Medical College Srinagar Member, Principal, SKIMS Medical College, Bemina Srinagar Member, Dean, Medical Faculty, SKIMS. Co-opted Member
The Apical Selection Committee shall be assisted by the following subject Experts: "Experts from outside the Union territory of Jammu and Kashmir (Two for Selection/Promotion to the Faculty positions at the level of Professor, Additional Professor and one for Associate Professor/Assistant Professor, to be nominated by the Director, SKIMS). The recommendations of the Apical Selection Committee shall be implemented by Director, SKIMS with the prior approval of the Chairman Governing Body, SKIMS.

The purchase committee includes Director, SKIMS & Ex-officio Secretary to the Government as Chairman, Dean Medical Faculty SKIMS Member, Principal, SKIMS Medical College, Bemina, Srinagar Member, Medical Superintendent SKIMS Member, Additional Director, SKIMS & Ex Officio Special Secretary to the Government Member, Chief Engineer, SKIMS Member, Director Finance SKIMS Member, Concerned HOD for which the purchases are to be made Member, representative of Industries Commerce Department (not below the rank of Additional Secretary Member, representative of Finance Department (not below the rank of Deputy Director & equivalent Member, Convenor Lab Group SKIMS Member, Coordinator, Machinery Equipment, SKIMS Member, Deputy Director (Planning)/ SKIMS Member Sr, Material Management Officer/Materials Management Officer/Assistant Material Management Officer concerned Member and Chief of Materials Management, SKIMS as Member Secretary.
In respect of rate contract, the rates fixed will remain valid for a period as may be specified by the Committee, but not beyond one year from the date of issue of orders determining the contract. Where the period of validity of rates has not been mentioned by the Committee, the same will be valid for one year from the date of issue of the order.
For individual contracts, the rates will be valid till the completion of the contract, as per the terms of the agreement. The other terms and conditions of the Purchase Sub-Committee shall be as per the S.O. 15 of 2020 dated 09.01.2020 issued by the Finance Department, the order reads.

The committee for Senior Selection Committee and Junior Selection Committee include Director, SKIMS & Ex- Officio Secretary to the Government as Chairman, Dean Medical Faculty, SKIMS Member, Medical Superintendent SKIMS Member, Director, Finance SKIMS Member, Representative of General Administration Department Member, Representative of Finance Department Member, Additional Director SKIMS Member-Secretary
The recommendations of the Senior Selection Committee shall be submitted to the General Administration Department for its placement before the Chairman, Governing Body, SKIMS for approval. The recommendation of the Junior Selection Committee shall be implemented by Director, SKIMS.
