Govt terminates 9 more teachers for unauthorised absenteeism in Valley

SRINAGAR: The Directorate of School Education Kashmir (DSEK) has terminated nine more teachers in Kashmir for remaining unauthorizedly absent from duties.
The teachers suspended have been identified as Aijaz Ahmad Bhat, Saima Gani, Suhail Anees, Mohammad Rafiq Khan, Sheetal Bhat and Nazia Mushtaq, Arumella Koul, Ranjeet Kour and Sunil Kumar Raina.
Two separate orders in this regard have been issued by the Director of School Education Kashmir. The termination has been invoked in terms of Article 113 of J&K Civil Services Rules (Volume 1) of 1956 and Rule 30 (vii) of J&KCCA rules 1956 and Article 128 of J&K Civil Services Rules (Volume I) of 1956.
As per the order issued by the DSEK, Aijaz Ahmad Bhat was in the Department as a Teacher on 4th July 2015 and was subsequently posted at Government Primary School GPS Shuloora, Kupwara. Bhat, he joined on 4th August 2015 and from the next day, he remained un-authorizedly absent from his legitimate duties.
Despite providing of enough opportunities to the absconding teacher to resume his duties by the Drawing & Disbursing Officer, neither, he responded, the notices nor resumed his duties. The teacher was directed to present himself before this Directorate. Neither the teacher neither presented himself before this Directorate nor responded to these notices, indicating thereby that he is not interested to work in the Department
Now, therefore, pursuant to the decision of the committee, Aijaz Ahmad Bhat, Teacher, GPS Shuloora, Kupwara is hereby removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and rule 30(vii) of J&KCCA rules 1956.
Whereas, Saima Gani, Teacher BHSS Zadibal, Srinagar, remained unauthorizedly absent from her legitimate duties w.e.f 10th July, 2013 and proceeded outside the country without obtaining prior permission/sanction of leave from the competent authority; and
After issuance of notice by the Drawing and Disbursing Officer concerned the said teacher applied for leave through the post, which was not sanctioned as she was on a probation period and no such leave was to her credit. The teacher was provided opportunities by the department. The teacher presented herself before this Directorate nor responded to these notices, indicating thereby that she is not interested to work in the Department.
Now, therefore, pursuant to the decision of the committee, Saima Gani, Teacher BHSS Zadibal, Srinagar is hereby removed from Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and rule 30(vii) of J&KCCA rules 1956.
Whereas, Suhail Anees, Teacher, BHS Nawagabra, Kupwara remained un-authorizedly absent from duties w.e.f. 10th May 2015 and despite providing of enough opportunities to resume his duties by the Drawing & Disbursing officer concerned neither he responded to the notices nor resumed his duties.
The teacher was again provided opportunities and was asked to present himself before this Directorate along with a statement of defence. Neither the teacher neither presented himself before this Directorate nor responded to these notices, indicating thereby that he is not interested to work in the Department.
Now, therefore, pursuant to the decision of the committee, Suhail Anees, Teacher, BHS Nawagabra, Kupwara is hereby removed from the Government service in terms of Article 113 of J&K Civil Sevices Rules (Volume I) of 1956 and Rule 30 (vii) of J&KCCA rules 1956.
Whereas, Mohammad Rafiq Khan, RReT, MS Fraw, Ganderbal remained un-authorizedly absent from duties w.e.f. 11th March 2012 and despite providing enough opportunities to resume his duties by the Drawing & Disbursing officer concerned neither he responded to the notices nor resumed his duties; and
The teacher was again provided opportunities by this office and wherein he was asked to present himself before this Directorate. Whereas, again neither the teacher presented himself before this Directorate nor responded to these notices, indicating thereby that he is not interested to work in the Department.
Now, therefore, pursuant to the decision of the committee, Mohammad Rafiq Khan, RReT, MS Fraw Ganderbal is hereby removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume 1) of 1956 and Rule 300711) of J&KCCA rules 1956.
Whereas, Sheetal Bhat, was selected as Teacher in District cadre Kupwara under Prime Minister's special package for Kashmiri Migrants on 16th March 2011 and was subsequently posted at BHSS Kupwara; and
The said teacher remained un-authorizedly absent from her legitimate duties w.e.f. 12th August 2011 and despite providing of enough opportunities to resume her duties by the Drawing & Disbursing officer concerned she didn't respond to the notices nor resume her duties.
The teacher was again provided an opportunity to be heard by this office. Neither the teacher presented herself before this Directorate nor responded to these notices, indicating thereby that she is not interested to work in the Department.
Now, therefore, pursuant to the decision of the committee, Smt. Sheetal Bhat, Teacher (PM's Package), BHSS Kupwara is hereby removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and Rule 30 (vii) of J&KCCA rules 1956.
Whereas, Nazia Mushtaq, BMS Laderwan, Kupwara applied for one month leave along with station leave permission, but in anticipation of sanction of leave/station leave permission she left the station and as such remained absent from her legitimate duties w.e.f.1st September 2015.
The incumbent was provided opportunities by the DDO concerned to resume her duties which she failed to avail. The said absconding teacher was provided one more opportunity. Neither the teacher neither presented herself before this Directorate nor responded to these notices, indicating thereby that she is not interested to work in the Department.
Now, therefore, pursuant to the decision of the committee, Nazia Mushtaq, BHS Laderwan, Kupwara is hereby removed from the Government service in terms of Article 113 of Civil Services Rules (Volume 1) of 1956 and Rule of J&KCCA rules 1956.
Whereas, Arumella Koul remained un-authorizedly absent from her legitimate duties w.e.f. 11th March 2013 and the teacher was provided opportunities by the DDO concerned to resume her duties which she failed to avail.
The teacher was provided with an opportunity to be heard by this office. Besides, a joint show cause notice was also sewed to the teacher. However, neither the teacher presented herself before this Directorate nor responded to these repeated notices, indicating thereby that she is not interested to work in this Department.
Now, therefore, pursuant to the decision of the committee, Arumella Koul, Teacher BHS Diver, Baramulla is hereby removed from Government service in terms of Article 113 and Article 128 of J&K Civil Services Rules (Volume I) of 1956 and rule 30(vii) of J&KCCA rules 1956.
Whereas, Ranjeet Kour, Teacher HS Krakweth, Baramulla applied for 06 months extraordinary w.e.f. 28th May 2014 with station permission to proceed United States of America (outside the country); and
In-anticipation of station leave permission/sanction of leave from the competent authority the teacher proceeded outside the country United States of America and as such remained un-authorisedly absent from her legitimate duties w.e.f. 28/04/2014.
The teacher was provided opportunities by the DDO concerned to resume her duties which she failed, and the teacher was served a notice by this office. However, neither the teacher presented herself before this Directorate nor responded to these repeated notices, indicating thereby that she is not interested to work in this Department
Now, therefore, pursuant to the decision of the committee, Ranjeet Kour, Teacher HS Kralweth, Baramulla is hereby removed from Government service in terms of Article 128 & Article 113 of J&K Civil Services Rules (Volume I) of 1956 and rule 30(vii) of J&KCCA rules 1956.
Whereas, Sunil Kumar Raina was appointed in the Department on 28th July 2017 as a Teacher under PM's package and subsequently posted in MS Moti Mohalla-, Zone Nishat District Srinagar.
The said teacher continued on the post just for 03 months upto 31/10/2017 and thereafter remained un-authorizedly absent from duties w.e.f. 01/11/2017, without completion of probation period.
The teacher was provided with enough opportunities to resume his duties by the Drawing & Disbursing officer concerned on 16th November 2017 followed by another notice.
The teacher was again provided with an opportunity through a Joint Show cause notice) asking there in to present himself before this Directorate. But the teacher-didn't respond to these notices. Now, therefore, pursuant to the decision of the committee Sunil Kumar Raina, Teacher, MS Moti Mohalla, District Srinagar is hereby removed from Government service in terms of Article 128 of Civil Services Rules (Volume I) of 1956 read with rule 30(vii) of J&KCCA Rules 1956.
It is pertinent to mention here that since November last year, 22 teachers have been suspended in Kashmir for remaining unauthorizedly absent from duties.
