XeN suspended for mismanagement, delay in execution of oxygen plants

Jammu: For the mismanagement and delay in execution of oxygen plants in Jammu division, the J&K government has suspended the executive engineer mechanical wing with immediate effect.
The order issued by Public Works(R&B) Department said, pending inquiry Bodh Raj, incharge executive engineer, Medical and Central Heating division, Jammu is placed under suspension with immediate effect. The inquiry shall be conducted by development commissioner(works), Public works(R&B) department and the charge sheet will be provided in due course of time. During the period of suspension, the officer shall remain attached with the office of development commissioner(works), Public works(R&B), Srinagar.
Engineer Rajiv Gupta, incharge superintending engineer(mechanical), Mechanical Engineering Department, circle, Jammu shall hold the charge of the post of executive engineer(mechanical), Medical and Central Heating division, Jammu in addition to his own duties till further orders.
In fact few days back, Divisional Commissioner, Jammu, Raghav Langar wrote a letter to the Principal Secretary, Road and Building Construction Department, stating that there have been many lapses in the purchase, installation and commissioning of Oxygen Generation Plant in Jammu division.
In the letter, Langer pointed out that when the audit was conducted for setting up of Medical Oxygen Plant, it was found that there have been many glitches in the tender process itself, in comparison to Kashmir, quality has been compromised in setting up of oxygen plant in Jammu.
Chief Engineer Mechanical Engineering Department invited four tenders for setting up Medical Oxygen Plants at 17 places in Jammu, while tenders were invited for setting up medical oxygen plants at 19 locations in the Kashmir valley. There was variation in the specifications in both the tenders, while Kashmir specifically sought Pressure swing adsorption (PSA) technology and the same time while compromising with specifications, the Jammu also included vacuum swing absorption(VSA) option along with PSA technology. Jammu also compromised with quality in many things including air system, filtration system. Four e-tenders were invited for Jammu division, which were further amended.
Divisional commissioner also pointed that as per the technical specifications, it was clear that Kashmir division laid special emphasis on quality. Based on these findings, Langar had asked the Principal Secretary to investigate the entire matter.
