Govt directs officials to follow proper channel for redressal service matter

SRINAGAR: The Jammu and Kashmir administration Monday directed employees working in different departments to desist from approaching higher offices for redressal of grievances pertaining to service matters.
Reports said that several employees have been approaching higher offices which include the President’s Secretariat, Prime Minister’s Office, Lieutenant Governor’s Offices and other offices of the Chief Secretary for redressal of grievances pertaining to service matters.
Taking note, a circular has been issued by Manoj Kumar Dwivedi, Commissioner/Secretary to the Government, General Administration Department. In a circular, Dwivedi has issued stern instruction to the employees working in different departments and have directed that any violation of these instructions shall invite strict disciplinary action under rules.
“It has been observed that some officers/officials working in various Government Departments of the Union territory of Jammu and Kashmir are bypassing proper channels and approaching higher offices viz. that of President's Secretariat, Prime Minister's Office, Lieutenant Governor's Secretariat and the Office of the Chief Secretary, for redressal of grievances pertaining to service matters”, the circular reads.
These acts being in violation of the Jammu and Kashmir Civil Services Conduct Rules, 1956 have been viewed seriously by the authorities, it added.
“Accordingly, it is enjoined upon all employees working in various Departments/Organizations to desist from approaching such offices henceforth, follow the prescribed procedures and approach the appropriate authorities for redressal of their genuine grievances. Any violation of these instructions by any employee shall invite strict disciplinary action under Rules”, circular added.
