Ladakh notifies subordinate service recruitment rules for different departments

Every appointee to serve probationary period of 2 years

SRINAGAR: The government Union Territory of Ladakh on Monday notified subordinate service recruitment rules 2021 for the Revenue, Police and Health and Medical Education department.
As per the subordinate recruitment rules, every person on appointment to the service in all three departments, by direct recruitment shall be on probation for a period of two years. While a person on appointment to the Service by promotion or by absorption shall be on probation for a period of six months.In this regard, three separate notifications have been issued by the Ladakh administration.
Regarding the subordinate service recruitment rules for Health and Medical Education Department an order has been issued by Dr. Pawan Kotwal Principal Secretary, Health & Medical Education Department.
“In exercise of the powers conferred by S.O 282(E) dated: 21.01.2020, the Lieutenant Governor of Union Territory of Ladakh hereby makes the following Rules. These Rules may be called the Union Territory of Ladakh Health & Medical (Subordinate) Service Recruitment Rules, 2021”, the notification reads.
As per the notification, “On the date of commencement of these Rules, persons who have already been appointed substantively to a post in the cadre of J&K Health & Medical (Subordinate) Service and finally allotted for service in the Union Territory of Ladakh in accordance with the provisions of section 89(2) of the J&K Reorganization Act, 2019, shall be deemed to have been appointed to the Service at the initial constitution”.
“Provided that a person appointed by a competent authority substantively to a post in the cadre of J&K Health & Medical (Subordinate) Service on the recommendations of a board after the appointed day shall also be deemed to have been appointed to the service at the initial constitution and the services rendered by him prior to the commencement of these Rules shall count for the purposes of rules regulating his conditions of service”, it added.
The qualification and the method of recruitment rules in the Health and Medical Education Department have been issued for as many as 134 posts, both gazetted and non-gazetted.
Regarding the subordinate service recruitment rules for Revenue Department notification has been issued by Dr Pawan Kotwa Principal Secretary, Revenue Department.
“In exercise of the powers conferred by S.O 282(E) dated 21.01.2020, the Lieutenant Governor of the union territory of Ladakh hereby makes the following Rules, namely Union territory of Ladakh Revenue (Subordinate) Service Recruitment Rules, 2021”, the notification reads.
The qualification and the method of recruitment in the Revenue Department has been issued for 17 posts, both gazetted and non-gazetted.
Regarding the subordinate service recruitment rules for Police (Home Department) notification has been issued by Umang Narula Administrative Secretary Home Department.
“In exercise of the powers conferred by the section 12 of police Act, 1983 (1927 AD) reads with S.O 282(E) dated 21.01.2020 and S.O 3775 (E) dated 23.10.2020, the Administration of Union Territory of Ladakh hereby makes the following rules. These rules may be called the Union Territory of Ladakh Police (Subordinate) Service Recruitment Rules, 2021”, the notification reads.
The qualification and the method of recruitment for police (Home Department) have been issued for 42 posts, both gazetted and non-gazetted.
The probation period rules in all the three departments read, “Every person on appointment to the Service, by direct recruitment shall be on probation for a period of two years. The person on appointment to the Service by promotion or by absorption shall be on probation for a period of six months. Provided that the period of probation may extend in accordance with the instructions issued by the Administration from time to time; and Provided further that other matters relating to probation, will be governed by the instructions issued by the Administration in this regard from time to time.
“If, during the period of probation or any extension thereof, as the case may be, the Administration is of the opinion that a person appointed to the Service has not successfully completed the period of probation, the Administration may discharge the directly recruited candidate from the Service, or revert the promotee to the post held by him prior to his promotion”, it added.
It is pertinent to mention here that the constitution of service, the initial constitution, strength and composition of the service, qualification and method of recruitment, probation period, training and departmental examination, eligibility for direct recruitment, maintenance of seniority lists, disqualification for appointment, interpretation, residuary matters, repeal and savings rules are the same in the subordinate service rules of all the three departments.
