Govt. drafts reservation for offices of DDC Chairperson across J&K

Srinagar: The Jammu and Kashmir government on Friday notified draft reservations of offices of the Chairpersons of District Development Council (DDC) in every district of Jammu and Kashmir.

The elections for DDC across Jammu and Kashmir was held in November and December following which 278 members elected out of 280 seats on 22nd December. Whereas on 11th January the Jammu and Kashmir government notified J&K DDC Council (Reservation of Offices of Chairperson) Rules, 2021.

In this regard, an order has been issued by K K Sharma State Election Commissioner, Jammu and Kashmir.

“Whereas the Whereas, Rule 2(a) Of Reservation of Offices of Chairperson envisages issuance of an order, as soon as possible, after deceleration of results of elected members of the District Development Councils, for reservation of the Offices of Chairpersons of the District Development Councils”, the order reads.

The order added, “Whereas the rules further provide for the reservation of offices of Chairpersons of the District Development Councils for Scheduled Castes and Scheduled Tribes, as nearly as may be, in the same proportion to the population of Scheduled Castes and Scheduled Tribes in the Union Territory and Rule 4 further envisages the allocation of the seats so reserved to different District Development Councils on the basis of population of Scheduled Castes and Scheduled Tribes in such District Development Council”.

“The reservation provides in the descending order, that is from amongst all the District Development Councils in the Union Territory, the District Development Council having the largest population of Scheduled Tribes shall be allotted to the Scheduled Tribes Category and the District Development Council having the largest population of Scheduled Castes Shall be allotted to Scheduled Caste Category”, the order added.

The order further reads that with the population details with reference to the provisions of the said Rules were sought from the Secretary Rural Development, Government of Jammu and Kashmir, vide this office letter dated 14th January.

The government in response has provided the population details of the District Development Councils in every district of Jammu and Kashmir.

“Now, therefore, in accordance with the provisions of the Jammu and Kashmir District Development Council (Reservation of Offices of Chairpersons) Rules, 2021 the Election Authority, State Election Commission, UT of Jammu and Kashmir, the draft reservation of offices of the Chairpersons of the District Development Councils”, the order added.

As per the order, “ Schedule Tribe has been given reservation in Anantnag district and Udhampur, while reservation for Women have been drafted in Baramulla, Ganderbal, Kishtwar, Ramban and Shopian, Open reservation has been drafted for Bandipora, Budgam, Doda, Kathua, Kulgam, Kupwara, Pulwama, Reasi, Samba and Srinagar. Whereas Schedule Caste reservation has been drafted in Jammu and Udhampur and Schedule Tribe Women reservation has been drafted in Poonch”.

“Objections, if any, to the draft reservation of offices of the Chairpersons of the District Development Councils, as proposed above, may be filed to the Secretary, State Election Commission by 30th January”, the order reads.
