SED mulling to extend ACP scheme for +2 lecturers, proposal submitted

SRINAGAR: The Jammu and Kashmir School Education is mulling to implement the Assured Career Progression (ACP) scheme in favor of +2 Lecturers of Jammu and Kashmir Union Territory any time soon, thus meeting the long-pending demand of teachers.
The scheme once implemented in the region is likely to benefit around 5000 +2 Lecturers in Jammu and Kashmir.
The school education department has submitted a proposal paving way for their upgradation in the pay matrix level, while Director, Finance School Education will work out financial implications involved in the implementation of the decision by the government.
Among the three the teaching cadre of Jammu and Kashmir School Education Department, teachers, and masters avail the benefit of financial up-gradation non- functional time-bound/in-situ pro. However, there is no such scheme in place for +2 lecturers.
As per the reports, Principal Secretary to Government, School Education/ Skill Development Department has held a meeting of the Committee which was constituted for Assured Career Progression of Lecturers of School Education on Friday this week.
A senior official in the School Education Department said, “The meeting was held to redress the issue of +2 Lecturers regarding the implementation of ACP scheme in their favor, while the committee which was constituted last year attended the meeting and it was decided on the proposal".
He added, “It takes almost 20-25 years of long service for a +2 Lecturer to be placed in the next higher grade i.e. Principal as a result of which Lecturers are supposed to work in a particular grade for a long period of their service. Thus it becomes quite imperative and justified that the benefits of the Assured Career Progression scheme be extended to the +2 Lecturers of J&K School Education Department”.
“The 7th PC recommendations which were accepted by Central Government /all State Governments of India including Union Territories allows financial enhancement/up-gradation to all employees of Central Government, States, and UTs through Modified Assured Career Progression (MACP)”, the official added.
He added, “Keeping in view the present structure of hierarchy under consideration and to extend the benefits of ACP in favor of +2 Lecturers cadre of the School Education department the department has submitted few proposals”.
As per the proposal the posts of Principals +2 Schools, Dy. CEO’s, DEPOs, and HOD DIETs be upgraded from the existing grade i.e PB-3 (15600-39100, GP5600, Level 10-A in 7th PC to 15600-39100, GP 6000 as is applicable under UGC pay structure).
