MHA opens AGMUT cadre for J&K, officers asked to convey willingness

JAMMU: Jammu and Kashmir cadre ‘Babus’ who spent years on deputation serving outside the Union Territory may soon be seen on top chairs serving in a different department in view of the major reshuffle on cards as Union Home Ministry has opened the Union Territories of Jammu and Kashmir and Ladakh to IAS and IPS officers of the AGMUT cadre consisting states like Arunachal Pradesh, Goa, Mizoram, and other Union Territories.
Government sources here told ‘The News Now’ that in letters written to the administration of all Union Territories, the Union Home Ministry have asked them to send proposals of IAS and IPS officers of AGMUT cadre who are willing to take inter-cadre positing in the Union Territories of Jammu and Kashmir and Ladakh.
“Excluding IFS, the IAS and IPS cadre officers will have to write their respective lieutenant governors through the Union Home Ministry for posting in Jammu and Kashmir and Ladakh UTs,” sources said.
Official sources said that presently in 58 civil servants are from J&K cadre out of which 10 are serving in prominent officers on deputation with the Government of India.
Pradip Kumar Tripathi, Secretary, Ministry Of Steel, GOI, Sudhanshu Panday, Secretary, Department of Food and Public Distribution, GOI, Sundeep Kumar Nayak, Managing Director, National Cooperative Development Corporation Of India (NCDCI) GOI, Raj Kumar Goyal, Additional Secretary and Financial Advisor, Ministry Of External Affairs, GOI, Shantmanu, Development Commissioner (Handicrafts), Ministry Of Textiles, GOI, Ashok Kumar Parmar, Joint Secretary, Ministry Of Information And Broadcasting , GOI, Dr. Mandeep Kumar Bhandari, Joint Secretary, Department Of Health And Family Welfare, Ministry Of Health And Family Welfare, GOI, Ms Mandeep Kaur, Deputy Secretary, Department Of Revenue, GOI, Tasneem Maajid, Director, Department Of Social Justice and Empowerment, GOI, Niraj Kumar, Additional Resident Commissioner And Ex-Officio Secretary, Resident Commission, J&K Government, New Delhi are the J&K cadre IAS officers those serving on central deputation whereas Faz Lul Haseeb is Under Training.
“Jammu and Kashmir is already under the crunch of IPS and IAS ranked officers and due to the shortage, those serving presently in Jammu and Kashmir, many of them are handling the additional charge of important departments,” sources said.
They said that for result-oriented output, these officers should not be overburdened and be given an opportunity to exchange chairs for people-friendly administration and delivery of good governance at the doorsteps.
Similarly, the Union Home Ministry may go ahead with induction of Jammu and Kashmir Police officers into Indian Police Service cadre, sources said and added more than 40 officers of JKPS may soon be inducted into IPS cadre.”
As of now, there are total 66 IPS officers of J&K cadre out of which 16 are on deputation with the Central Government, sources said adding, “in a significant step towards greater integration, the Home Ministry, have allowed seeking inter-cadre posting to J&K and Ladakh only for IAS and IPS officers of AGMUT but IFS is not included.”
Those on Central Deputation are Navin Agarwal, DEP to GOI (CEO / DG NADA) DGP, S M Sahai, DEP to GOI (Jt. Secy. in NSCS) DGP, Lalatendu Mohanti, DEP to GOI (BSF), H. K. Lohia, DEP to GOI (BSF) ADGP, Pankaj Saxena, DEP to GOI (ADGP), Rajesh Kumar, DEP to GOI (CRPF), Sunil Kumar, Dep. to BSF, Viplav Kumar Choudhry, DEP to GOI (NIA), Nitish Kumar, DEP to GOI (Cabinet Sectt), S. P. Pani, Dep. to NIA, Uttam Chand, DEP to GOI (Dy. Secy. Cabinet Sectt), Vidhi Kumar Birdi, Dep to NIA, Keshav Ram, DEP to GOI (CBI), Sunil Gupta, Dep. to GOI, Tejinder Singh, Dep to NIA and Udayabhaskar Billa, DEP to Andhra Pradesh.
Pertinently, some IPS officers were sent on deputation to J&K and posted in the Anti-Corruption Bureau (ACB), after Jammu and Kashmir became a Union Territory.
Sources have stated that the list of IAS and IPS officers will be approved in consultations after the Home Ministry has finalized for posting in the Union Territories of Jammu and Kashmir and Ladakh, adding, “the proposal would also assist Jammu and Kashmir's IAS and IPS officers in different Union Territories under the AGMUT arrangement to receive inter-cadre deputation in J&K and Ladakh’s Union Territories and serve in their former home state.”
The center scrapped Article 370 in the erstwhile State of J&K on August 5, 2019 and bifurcated, it into UTs.
The Government had allowed IAS and IPS officers posted in Jammu and Kashmir to retain the J&K Cadre. It had said that from 2020 batch the civil servants will be posted in these two UTs from AGMUT cadre.
