Completely Allowed
Private hospitals, clinics, nursing homes including OPD services; All e-commerce, courier services; All Agriculture, Horticulture, animal husbandry activities; Canteens, eateries at Bus Stands, Airports, Railway Stations with passes in Red Zones, All restaurants for home delivery only; Banks, Financial Services; Liqour Shops; Self-employed service providers such as Plumbers, Technicians, Electricians etc; Marriages with upto 50 persons, Funeral or last rites related rituals with upto 20 persons; Barber Shops, saloons and parlours in all areas except within limits of Municipal corporations in Red and Orange zones


ORANGE DISTRICTS
All shops, including in market areas/bazaars/market complexes but no parking—In Municipal limits from 9 am till 5 pm, but no malls; All private offices with 50% staff; Sports activities in Stadia and sports complexes, without presence of spectators; Inter-district movement in private vehicles, between a pair of Green/Orange districts, without crossing a Red district, with max 3 persons in 4-W, 1 on 2-W; Intra-district movement of individuals with max 3 persons in 4-W, 1 on 2-W, of cab aggregators with max 3 persons, Auto-rickshaws with max 2 persons.

GREEN DISTRICTS
All activities permitted in Orange + Public passenger transport vehicle (buses/tempo-travellers, etc.) with upto 50% seating capacity on intra-district routes, between contiguous green districts; No time limit for shops opening; All private offices with 100% staff; Taxi and Cab aggregators with max 3 persons within the district or between Green districts only; Auto-rickshaws with max 2 persons, within district or between Green districts only




JAMMU: A day after the fourth phase of the national lockdown began, Jammu and Kashmir government issued fresh guidelines with considerable relaxations except for the containment zones, even as it divided the union territory into three zones, while putting 11 out of 20 districts in red zones, followed by 5 in Orange and then four in Green Zones.
100% industries, liquor shops and private hospitals, clinics, nursing homes including OPD services will remain open across the union territory along with all e-commerce, courier services and canteens, eateries at Bus Stands, Airports, Railway Stations, while intra-district movement of vehicles subject to a maximum of three people including driver in case of four wheelers and with no pillion ride in case of two wheelers has been allowed but public passenger transport will operate only in or between Green districts with up to 50 per cent seating capacity.
The inter-province and inter-state movement has been kept restricted only to medical exigencies and permitted activities while inter-district movement of private vehicles is allowed between a pair of Green and Orange districts, but without crossing a Red district.
In an order issued by State Executive Committee (SEC) headed by Chief Secretary BVR Subrahmanyam, the government announced classification of districts in Jammu & Kashmir as Red, Orange and Green for the purpose of implementing the lockdown, with effect from May 20, 2020.
The order stated that all the districts of Kashmir province, except Ganderbal and Bandipora are listed as Red zones, whileas Kathua, Samba and Ramban districts of Jammu Province have been declared Red zones.
Similarly, Bandipora, Ganderbal, Reasi, Udhampur and Jammu districts have been classified under Orange category. Likewise, Doda, Kishtwar, Poonch and Rajouri districts have been put in Green category.
Irrespective of the zones, there would remain restrictions on air and train travel while schools, colleges, coaching institutions, hospitality services, cinema halls, malls, gymnasiums, theatres, bars and auditoriums etc would remain close. Any types of gathering, religious places and movement of individuals, for all non- essential activities, between 7 pm to 7 am has been barred.
However, liquor shops and all private hospitals, clinics and nursing homes (including OPD services) will resume normal functioning including OPD services, the order said, adding the other activities including all E-commerce and courier services; all agriculture, horticulture, animal husbandary and related activities; home delivery by restaurants and hotels; banks and financial services; self employed service providers like plumbers, technicians, electricians etc, will be allowed across the UT irrespective of the zones.
The canteens/eateries at bus stands, railway stations and airports have also been allowed to open in the UT, but with passes in Red districts. Similarly barber shops, salons and parlours will also open in all the areas except within the limits of Municipal Corporations of Jammu and Srinagar cities, and in red zones.
The government has also allowed wedding events subject to a maximum of 50 people and participation of a maximum of 20 people in funeral and last rites related ritual subject to social distancing norms.
The UT government said that the Standard Operating Procedures and guidelines issued by it in past would remain applicable till May 30, and all activities permitted through them would also continue to be permitted, except in the areas identified as containment zones.
Opening up more restrictions in Orange zones, the government said that all shops in market areas, bazaars and market complexes will remain open except for single and multi brand malls.
Those shops falling under the limits of Municipal Corporations will remain open from 9 am to 5 pm and there shall be no parking of vehicles in these areas, the order said, adding that the district magistrates would regulate the shops opening.
The sports activities in Stadia and sports complexes has been allowed, but without presence of spectators while inter-district movement in private vehicles, between a pair of Green/Orange districts, without crossing a Red district, has been allowed with maximum 3 persons in a four wheelers, and one on a two-wheeler. The intra-district movement of individuals with same conditions has been allowed too, for cab aggregators and Auto-rickshaws as well.
Additionally, the Green districts would witness public passenger transport vehicle (buses/tempo-travellers, etc.) with upto 50% seating capacity on intra-district routes and also between contiguous green districts.
There is no time limit for opening shops in Green districts while taxi and cab aggregators and auto rickshaws have been allowed with the same passenger capacity within the district or between Green districts only.
In Red districts, only shops selling essential items like groceries, fruits, vegetables, bakeries etc. have been allowed while E-Commerce activities in red zones are permitted only for essential goods.
While private offices can work with only 33 per cent attendance with passes for the staff in Red zones, the number goes to 50% in Orange zones and 100% staff in Green Zones.
The government decided to allow industrial activities in all Industrial Estates with 100 per cent work force in Green districts and 50 per cent work force in Orange and Red districts. However, these can resume with 100 per cent work force in all rural areas outside the municipal limits, while in areas falling within the municipal limits in in urban areas falling in Orange and Red districts, these activities can resume with permission with 50 per cent work force.
The government also allowed opening of all workshops, service centres and home workshops subject to a maximum of five people working at the site/inside the premises. For construction activities within the municipal limits, the order said that construction workers shall have to stay at the construction site.
