Man beaten brutally after he fails to notice cops’ signal, hospitalised

JAMMU: In a horrific incident, a man waiting in a car on the road was beaten black and blue, after he failed to notice the signal of some policemen asking him to move his vehicle. The man who lost consciousness due to brutal assault, was later admitted to the Gandhi Nagar hospital where doctors, after seeing his condition, referred him to the Government Medical College and Hospital for advance treatment.

The incident took place on Monday in Gangyal area of Jammu.

Rohit Dev Singh of Birpur was waiting for some other persons in his car, stopped at Gangyal along the Jammu-Pathankot national highway road side when a group of police personnel from police station Gangyal dragged him out of the car and started beating him with fits and blows.

Official sources confirmed to this scribe that the cops were deputed on roads for safe passage to the Union Ministers who are presently in UT in connection with the ongoing massive outreach program of Centre, to make the people aware about the benefits of abrogation of Article 370 and the developmental works undertaken after August 5 last year.

The cops on duty at Gangyal were deputed to ensure hassle-free passage to one of the ministers and were not allowing any vehicle to stop along the road, the officials said.

Singh, a contractor by profession, however became the victim of policemen in Gangyal as he had stopped his car, while waiting for someone.

“At least 4-5 police personnel from police station Gangyal dragged Singh out of his car and started beating him with fits and blows in the full public view. His beating remained in progress until he went unconscious,” an eyewitness informed The News Now.

Later fearing his death, the cops rushed him to the Gandhi Nagar hospital where doctors referred him to the GMC hospital for advance treatment, where his condition is stated to be serious.

A senior police officer, when contacted, claimed that Singh was under the influence of liquor and did not respond to the cops on duty.

The officer, however, refused to comment when he was asked if police had lodged FIR against the contractor for drunk driving.

The incident took place barely five days after the Lieutenant Governor G C Murmu gave sweeping authority to his newest advisor Rajeev Rai Bhatnagar with emphasis on effective policing at the police station level which includes reshuffling of SHO and other cutting-edge levels.

A word among the general public and even in the police department say that the recent order has instilled a sense of unaccountability among SHOs.

“Earlier, every SHO was under the constant monitoring of their immediate senior and the sense of responsibility was there, Now, with the Advisor’s permission mandatory to even reshuffle them, the SHOs feel more powerful,” an official said on condition of anonymity.

“A common man now has to measure road of the Civil Secretariat, the seat of Advisor to lodge a complaint against such high-handed behavior of the police officers on the ground level,” a citizen said.

“Suggest appropriate measures for effective policing and intelligence gathering for effective policing at

the police station level including reshuffling of SHO and other cutting edge levels in consultation with

the Special Security Advisor, MHA,” one of the task entrusted to Advisor Bhatnagar had read.

All these things were earlier handled by Director General of JK Police who heads the 80,000-strong

force. The practice was that the police chief could transfer anyone below the rank of Superintendent of

Police, while postings of SPs and above ranks were done by cabinet or the state advisory board in

consultations with him by keeping in mind requirements for anti-militancy operations.
