JAMMU: Out of the total sanctioned houses under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) in the state, the Jammu and Kashmir government has completed the construction of only 45.2 percent so far.
Under PMAY-G, houses are sanctioned to landless households who derive a major part of their income from casual labour.
The government has sanctioned a total 33251 number of houses across the Jammu and Kashmir till 25th June. Out of these 15052 (45.2%) houses have been completed so far, the Lok Sabha was informed.
In a written reply to a Lok Sabha query, Union Rural Development Minister Narendra Singh Tomar said landless beneficiaries are accorded the highest priority and are on top in the “Permanent Wait List” under the PMAY-G.
“The matter of providing land to the landless PMAY-G beneficiaries is reviewed regularly by the Ministry with the states/UTS, including at the highest level in the States/UTs.”
Under the scheme, Centre provides Rs 1.2 lakh for construction of houses in plains and Rs 1.3 lakh in hilly areas or other regions with difficult topography such as deserts. The state governments/ UT Administrations are responsible for providing land to PMAY-G beneficiaries from government or public land such as Panchayat-held land, community land or land belonging to other local authorities.
Under Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) beneficiaries are identified based on housing deprivation parameters as per Socio-Economic Caste Census (SECC) – 2011 data and not on the basis of Below Poverty Line.
Accordingly, all rural households who are houseless and living in zero, one and two room kutcha house as per SECC 2011 including landless households are provided assistance under PMAY-G.
Under PMAY-G, the target set is construction of 2.95 crore houses to achieve the objective of “Housing for All” by 2022.
As on 20th June, 2019, the States / UTs have identified 2.53 crore eligible beneficiaries after due verification of SECC 2011 data.
All these identified households are targeted for providing assistance under PMAY-G by 2021-22.
