Govt rushes in with regularisation plan as 80% teaching posts vacant

JAMMU: With the 80 per cent posts of teaching staff lying vacant in Jammu and Kashmir, many high schools and higher secondary schools are facing problems to impart quality education.

To address this issue, the government has accepted a proposal of the School Education Department envisaging transition of non-graduate Regularized Rehbar-e-Taleem Teachers (RReTs) under the Sarva Shiksha Abhiyan (SSA) (now Samagra Shikasha) as regular Teachers in the School Education Department. This action plan was accepted and approved by the State Administrative Council in its recent meeting with Governor Satya Pal Malik in chair.

“80 per cent posts of teaching staff including PGT, TGT and Special Educators are lying vacant in high schools and higher secondary schools of the state,” Ministry of Human Resource Development (HRD) also confirmed this in the Lok Sabha.

“Out of total 28,171 sanctioned posts of teaching staff in high schools and higher secondary schools across the state, 22566 are lying vacant,” data reveals.

“15113 posts of teaching staff in high school are vacant while 7453 posts of teaching staff in higher secondary schools are vacant,” as per the data .

“The total posts 19327 of teaching staff including PGT, TGT and Special Educators are sanctioned for the high schools of Jammu and Kashmir. Out of the total sanctioned posts, 4214 are filled while other 15113 are vacant,” data further reveals.

“Similarly, a total 8844 posts are sanctioned for the teaching staff of Higher Secondary schools across the state. Out of total sanctioned posts, 7453 posts are lying vacant while 1391 are filled,” data added.

“The recruitment of teachers is a continuous process and the vacancies keep arising due to retirement and additional requirements on account of enhanced students’ strength,” an official said wishing anonymity.

“Yes there are vacancies but as per the decision of State Administrative Council (SAC) to convert RRETs to grade-II teachers, complete cycle of filling up all vacancies has started in our department. Some orders stand issued. Others in the process and in next two months all vacancies are going to be filled,” Director School Education Jammu, Anuradha Gupta said.

“I don’t know the exact number of vacant posts. We gather data from schools but the rationalization is being on secretariat level. Government will fill these posts by regularizing Rehbar-e-Taleem (ReT) teachers for which the process is going on. There are 38000 ReT which will be adjusted on these posts,” Director

Samagra Shiksha Abhiyan Arun Kumar Manhas told The News Now.

Apart from this, 106 teachers including 48 at elementary level and 58 at secondary level deployed by Central Government Samagra Shiksha to maintain appropriate Pupil Teacher Ratio as per the prescribed norms.
