Oppn disrupt LA, LC proceedings over discussion on HR, stages joint walkout

JAMMU: A pandemonium was witnessed inside both State Legislative Assembly and Legislative Council on Wednesday after the entire opposition, as opposition leaders demanded a discussion on human rights violations and the civilian killings in the Valley during the year 2017.
A combined opposition walked out of the Assembly after pleading for nearly an hour for a discussion on human rights violations and power crisis in the Valley.
The Legislative Council was also adjourned briefly as the Congress and NC staged a walkout seeking a discussion on the killing of innocents in Kashmir.
In the Assembly, Speaker Kavinder Gupta turned down the adjournment motions moved by the opposition members but agreed to a one-hour discussion after question hour. However, leaders of the NC, Congress, CPI(M) as well as Independent legislators walked out of the House and did not return.
As soon as the house proceedings began today the opposition members stood up from their seats and caused uproar as the Speaker disallowed the motion moved by the National Conference (NC), the Congress and Yusuf Tarigami of the CPI (M) for allowing discussion.
When Speaker did not approve their demand initially, the legislators of both NC and Congress entered the well and raised slogans against the government. NC MLA from Nagrota, Devender Rana said "We want discussion on important issue and you have to listen us."
Meanwhile, NC MLA, Ali Mohammad Sagar told Chief Minister Mehbooba Mufti, who was also present in the House, "I want to convey to CM that when she was in opposition, she raised the issues concerning civilian killings, but now when we are raising the same Human Rights issues, you are not allowing us."
Almost the entire opposition gathered in the well thrice. They left soon after Minister for Parliamentary Affairs A R Veeri accused the opposition of having no issues to raise and deliberately disrupting the house, just before the concluding of question hour, Later, the Speaker's decision allowing the discussion was communicated to them.
The chaos in the Assembly found some echo in the Legislative Council where, too, NC and Congress members submitted adjournment motions to Chairman Haji Anayat Ali, asking for a discussion on civilian killings.
The council witnessed pandemonium and uproar as opposition demanded suspension of the normal business to discuss violation of human right issue.
The chairman rejected the adjournment motion, prompting slogans and protests by the opposition.
Labelling Mehbooba led PDP,BJP coalition government as Qatil Sarakar, the MLCs from NC and Congress came into the well and after shouting anti government slogans, they staged walk out.
Earlier, the Chairman of the Council Haji Anayat Ali adjourned the proceedings of Council for 10 minutes after opposition created ruckus demanding discussion on bloodshed and civilian killings in the Valley.
After a brief lull when the proceedings were resumed, the same demand was raised by the MLCs from NC and Congress and seeing that government is in no mood of holding discussion on violation of Human Rights in Kashmir, the MLCs including Sajad Kitchloo (NC), Shyam Lal Bhagat (Congress), G N Monga (Congress),Naresh Gupta (Congress), Balbir Singh (Congress), Rani Gargi Blowria (Congress) and Ali Mohd Dar (NC) entered into the well and later staged walk out.
"We moved adjournment motion in the council seeking debate on Kashmir Killings and HR Violations but the Chairman disallowed following which, we were left with no other option but to walk out", said Monga.
