JAMMU: The ruling PDP-BJP dispensation was left embarrassed today when its own MLA from Marh Constituency, Choudhary Sukhnandan staged a walkout from the lower house of the legislatures, alleging neglect of his constituency under the coalition government. Before staging walkout, Choudhary Sukhnandan stormed the well of the house twice and sought attention of the government towards the issues of farmers of his constituency. Sukhnandan said that the farmers of his constituency are distressed as government had acquired their land for the Ring Road Project in Jammu but they are not being paid adequate compensation.
Seeking attention of Revenue Minister through the chair of Speaker, Sukhnandan said that under section 4 of the Land Acquisition Act, notices for the acquisition of land for the Ring Road Projects were issued to the farmers.
Under the laid down procedure, he said the under Section 5 of the Land Acquisition Act, the Revenue Department, through its Collectors had to issue notices to the farmers individually to acquire the land, but against this, he said the department only advertised the same in some English newspapers.
"Do you think that our farmers are that educated to read about the acquisition of land in English newspaper?" the MLA Marh said while addressing the Speaker.
He added that under Section 9, the Revenue Department notified the final accord of the land and issued meager amount as compensation to the farmers for their lands.
He said, "The highest amount paid to one of the farmers of my constituency is Rs 3.5 lakh. Guess the plight of others."
He said that the work on the Ring Road Project in Kashmir has been stopped after objections from the farmers, but in Jammu, the farmers are being deceived.
Raising same issue, Sukhnandan stormed the well twice to seek the attention of Speaker's chair but since the entire opposition including the NC, Congress, CPI (M) legislator, M Y Tarigami, MLA Udhampur, Pawan Gupta and independent legislator, Engineer Rashid were already in the well demanding debate on Kashmir killings, power crisis in the valley among other issues, the MLA Marh alleged that the Revenue Minister was not paying attention to the genuine issue of his constituency and staged a walkout from the house in protest.
