Salary disbursement order comes as relief, yet no clarity on validating ‘credentials’ of employees….!

Jammu: Even as the order issued by UT’s LG administration has provided relief to some employees whose salaries have been directed to be released by respective departments, confusion persists and prevails with regard to government intentions of checking transparency in appointments and streamlining Human Resource Management system.
Sources within the administration said the fresh order is as confusing as ever since there is no clarity as to who all will be beneficiaries with regard to disbursement of salaries now. Though it specifically refers it is in respect of those employees whose initial appointment order was missing or not traceable, the order is conspicuously silent about a majority of those employees who have ‘secured’ jobs without any advertisement or even appointment order.
This sizable chunk now ‘absorbed’ in various departments are apparently those who have been taken without any advertisement notice, so to say through backdoors during political government in the erstwhile state of J&K, explained the source adding further the fresh order has come as a filter for shielding backdoor appointees.
The initial order of the government to put on hold salaries of those employees who could not produce appointment orders and other documents to substantiate their bonafide credentials on the basis of which they got the jobs was a genuine step to authenticate and validate legitimate entrants into various departments, but the purpose has been defeated as higher authorities in the government have not been to ‘authenticate’ things which was sought to be, sources further said.
Whereas a number of backdoor appointees have ‘managed’ to produce first appointment order , yet there is no mention anywhere in their documents as to when and against which advertisement notice or which Selection Board selected them, sources said. The order is still confusing with regard to clarification of certain queries in context of verification of major chunk of such employees.
Further, even though the new order issued on April 20 comes with some riders and says it is incumbent upon the HODs to place on record some documents like select list and advertisement notice , agency of recruitment process etc within 3 months, this is just an eyewash.
